On October 12, Chenzhou Municipal Committee held a meeting on the army development. Chenzhou Municipal Party Committee Secretary, Director of the Municipal People's Congress Standing Committee, and First Secretary of Chenzhou Military Subarea Party Committee Yi Pengfei presided over the meeting and pointed out to improve the political station, together to strengthen the army and deepen the integration of military and civilian to create the "National Double Support Model City" together. Deputy Secretary of Chenzhou Municipal Committee and Mayor Liu Zhiren attended the meeting.

The First Secretary of County （City, District）People's Armed Forces Party Committee made the work reports; the leaders listened to the reports on the construction of national defense reserve force and studied the relevant matters of troops in Chenzhou.

After listening to everyone's speech, Yi Pengfei pointed out that we must improve the political station and consciously shoulder the responsibility of the party armed work. All levels must effectively strengthen the "four consciousness", planned the party armed forces from the height of safeguarding national security, shoulder the responsibility of the party armed forces with a strong mission, support national defense and army building reform with full of enthusiasm. We must implement President Xi's instructions to guide the party armed forces, focus on the overall situation to handle the armed forces, and do a good job in the armed forces according to the rule of law.

Yi Pengfei stressed to strengthen the army reform and promote the development of national defense reserve forces. We must change the ideological concept, identify the combination of force building and local economic development, and combine the armed work and the "five Chenzhou" building; must adjust the working thought, pay attention to national defense education, and create a strong atmosphere of strengthening the army; must boost the mental state and the officers and soldiers must strengthen the quality and ability, improve the style and increase efficiency.

Yi Pengfei stressed to deepen the integration of military and civilian, and strive to create distinctive "Chenzhou model". All departments at all levels must accurately grasp the development direction of military and civilian integration, innovate the integration modes with the local reality, and promote the depth development of civil and military integration. We must grasp the integration of concept and ideas, grasp the integration of systems and mechanisms, and grasp the integration of infrastructure to achieve military and civilian integration and comprehensive support, and improve the civil military compatibility and peace war transition capability.

Yi Pengfei stressed to strengthen the double support building and build "five Chenzhou" by joint efforts of military and civilian. We must take creating the national double support model city as an opportunity to further consolidate the unity of military and civilian; must build a strong military atmosphere and further consolidate and develop the relationship between military and civilian; must do a good job in service security and the party committees and governments at all levels must do a good job in security service for the resident troops; must take the initiative to participate in the senate and the troops in Chenzhou must support the development of Chenzhou as always, actively participate in and support the development of Chenzhou, and dare to undertake dangerous missions to bring the benefit for Chenzhou people with the actual action and add luster for the "five Chenzhou" building.
