From October 26th to 27th, Liang Yuan, Deputy Director of Comprehensive Department of SCOPSR (State Commission Office for Public Sector Reform), led the joint investigation group of SCOPSR and UNDP (United Nations Development Program) to carry out the investigation on the pilot work of the administrative system reform in Chenzhou City.

The investigation group came to Meitian County Yizhang County and Bailang Town Zixing City to field investigate the new rural construction project, comprehensive control project of mining area and township government affairs service center, and hold a forum to listen to the report on the pilot work of the administrative system reform in Chenzhou.

In December 2012, the Meitian Town Yizhang County was included in the national economy developed town administrative reform pilot town. According to the reform objectives, the town has completed the adjustment of organizational structure, the administrative decentralization, innovative social management and other reform tasks, greatly enhanced the grass-roots government management and service capabilities, further stimulated the development of township endogenous motivation，and played a leading role in the demonstration and development of the developed towns.

Liang Yuan fully affirmed the achievements on Chenzhou administrative system reform pilot work. He pointed out that the township is the most grass-roots political organization and it is an important reform measures issued by the central government to carry out economic town administrative system reform pilot work. The party committees and government at all levels should attach great importance to the reform, strengthen the confidence and determination of reform, combine with local conditions to creatively implement the central spirit of reform, further improve the institutional mechanisms, solve problems with real policies and measures, and summarize the promoted and replicable experiences and practices to provide the useful reference for the further deepening of the reform work in China.

Zhou Wen, Deputy Director of Hunan Provincial Commission Office for Public Sector Reform and Jiang Bo, Standing Committee of Chenzhou Municipal Committee and Secretary of Municipal Party Committee Organization Department participated in the investigation.
