Chenzhou City is the "South Gate" of Hunan Province, and also the forefront of the central region connecting Guangdong, Hong Kong and Macao. It is also one of the most direct and convenient channels for the Pearl River Delta industrial transfer into the central and western regions.

 

Its advantageous location has enabled Chenzhou to take the lead in reforming and opening up. In recent years, the city has integrated into the GBA and achieved positive results.  

 

Chenzhou City and the GBA has close cooperation. Statistics show that more than 90% of the projects introduced by Chenzhou come from the GBA; over 80% of tourists outside the province are from the GBA; more than 80% of Chenzhou vegetables are exported to the GBA; and more than 80% of the migrant workers work in the GBA. 

 

“We will actively and comprehensively integrate into the GBA, which is also a major opportunity and strategic choice for Chenzhou to promote high-quality development.” Liu Zhiren said that Chenzhou is in the 1-hour economic circle of the GBA, and has close cooperation with the GBA in economy and society. 

 

Chenzhou Area of Hunan Pilot Free Trade Zone focuses on the construction of the GBA, and building a high-level demonstration area of Hunan, Guangdong, Hong Kong and Macao regional economic cooperation, processing trade transformation and upgrading, and undertaking industrial transfer.

 

Since its establishment in September last year, Chenzhou Area has achieved phased results. 89 of the 102 reform and innovation tasks have been implemented; 228 of 264 implementation measures have been taken, both exceeding 70% of the target tasks. 33 institutional innovation cases with Chenzhou characteristics have been formed. 

 

From January to October this year, the investment in fixed assets was 6.178 billion yuan, the paid-in foreign investment reached 23.32 million dollars, and 8 new financial institutions were added. A total of 48 projects worth 15.614 billion yuan were carried out in Chenzhou Area, including 23 projects with more than 100 million yuan each.    

 

 

“We will highlight the direct connection between Hunan and GBA, and strive to build a more open pilot free trade zone.” Liu Zhiren said that the city would make use of preferential policies in building Chenzhou Area, and increase efforts to build an open demonstration zone in south area. 

 

Efforts will be made to take reform and opening up to a higher level. Reform in such key areas as “streamlining the government, delegating power, and improving government services”, market-based allocation of factors of production, investment and financing system, state-owned assets and so on will be further deepened. “Five Opening-up Actions” will be further implemented, and 6 batches of reform pilot experience and best practice cases will be actively promoted. 

 

An important platform for inland regions to undertake industrial transfer and processing trade transformation and upgrading, and a demonstration area for cooperation between Hunan, Guangdong, Hong Kong and Macao will be created. The construction of industrial, innovation, ecological parks, vegetable bases and beautiful homes under the cooperation of Hunan and the GBA will be accelerated.

 

The quality of opening-up platforms will be improved, with the goal of building a high-standard and high-quality free trade zone with convenient trade and investment, optimized industrial layout, perfect financial services, safe and efficient supervision and management and prominent role of driving the surrounding development. 

 

Opening-up and cooperation will be further expanded to attract many high-quality projects and industrial supporting projects. The construction of foreign trade supply chain platforms and comprehensive foreign trade services in the zone will be strengthened, the transformation and upgrading of processing trade will be promoted, and service trade, digital trade and cross-border e-commerce will be vigorously developed. 

 

 

“We will give full play to its advantages, and make efforts to make Chenzhou spearhead Hunan’s efforts in building a focus of reform and opening-up in inland areas.” Liu Zhiren said that the city would accelerate the construction of Linwu-Lianzhou Expressway (Hunan-Guangdong boundary), the expansion of Beihu Airport, and improve the three-dimensional transport network. 

 

We will build a core cold chain logistics hub for agricultural and sideline products and an international cold chain logistics hub connecting the GBA, and vigorously promote the interconnection between infrastructure and GBA. We will actively ensure the normal operation of China Railway Express (Chenzhou) freight trains, build a new logistics base connecting Guangdong, Hong Kong and Macao, as well as Yantian Port and Shekou Port in Shenzhen City. 

 

As for industrial development, Chenzhou will vigorously strengthen cooperation with the GBA. For example, centering on the leading and advantageous industries in the GBA, the city will actively focus on upstream and downstream supporting industries, explore industrial cooperation modes such as “GBA headquarters and Chenzhou bases” and “GBA R&D and Chenzhou production”. Chenzhou will vigorously develop competitive industries complementary to those of the GBA such as agriculture and tourism, 

 

Chenzhou will also further benchmark against the GBA in optimizing business environment, with the target of creating a first-class business environment. Led by the construction of pilot free trade zone, it will cooperate with the GBA to improve the quality of platforms. It will also give full play to the bridge role of social organizations such as chambers of commerce and industrial associations so as to promote the communication and exchanges between the two areas in all aspects.
