Efforts made to create Trustworthy Chenzhou

To build the “Trustworthy Chenzhou City”, the Development and Reform Commission of Chenzhou has been in recent years taking the construction of the social credit system as a critical measure in improving the business environment and streamlining administration and delegating power in order to benefit enterprises and individuals.
Chenzhou Area of China (Hunan) Pilot Free Trade has gained fruitful outcomes in establishing the credit system mechanism, advocating trustworthiness culture and expanding application scenarios. In March this year, Chenzhou was selected as one of the cities that are qualified to participate in the third round of competition on the construction of the social credit system.
Chenzhou plays the leading role in building the “Demonstration Area of Trustworthiness”. Taking “improving the business environment and promoting quality development” as the goal, Chenzhou strides forward in innovating development philosophy and focusing on the two principal lines of service decision-making and benefiting enterprises and individuals.
Besides, Chenzhou makes more efforts in developing data sharing and application innovation and strengthening the credit supervision and punishment mechanism. Remarkable outcomes have been achieved in vigorously promoting the government-bank-enterprise cooperation and carrying out the work of building demonstration area of trustworthiness, making it win the title of city-level demonstration area of trustworthiness.
The credit information is collected and shared. The more than 90 million pieces of credit information data collected from over 30 units such as the Chenzhou Administration for Market Supervision, Tax Bureau and Commerce Bureau are interconnected with the provincial credit platform, “one-time settlement” examination and approval system, and other business systems such as administrative punishment, realizing the collection and sharing of credit information.
A full coverage of credit supervision is realized. Chenzhou has carried out a range of work such as making credit commitments, determining targets of the commitments, clarifying the content of the commitments, archiving and filing of credit commitments, and making public publicity and credit application.
Supervision and assessment is conducted and the credit commitment mechanism is formed. 113 enterprises of credit commitment have been publicized, and all of the credit commitment letters of the enterprises above the area scale have been uploaded to the “Trustworthy Chenzhou City” platform. Chenzhou is fully implementing the national joint memorandum of rewards and punishments and carrying out special measures to combat trust-breaking behaviors.
The government-bank-enterprise cooperation has yielded tangible results. Development and Reform Commission of Chenzhou signed a cooperation agreement with China Economic Network to encourage financial institutions and enterprises to actively settle in the national Xinyidai lending platform. To date, 25 financial institutions in Chenzhou have settled and released 41 lending products.
On the other hand, 648 enterprises have registered on the platform and issued 325 financing demands with an amount of 1.714 billion yuan, among which 32 demands have been granted with an amount of 96 million yuan. At present, 121 demands are being negotiated with financial institutions with an intended capital of 701 million yuan.
