In the first quarter of this year, Hunan province has generally seen steady employment, while overcoming the adverse factors such as downward pressure on economy and epidemic prevention.
A total of 180,800 new urban jobs were created, 94,200 laid-off personnel got jobs again, and 25,600 people who have difficulty finding jobs got reemployed, accounting for 25.8%, 31.3% and 25.6% of the annual targets.
A total of 273 million yuan of unemployment insurance fund and 83 million yuan of unemployment subsidies were issued to help unemployment personnel get reemployed.
Blue-collar job market keeps stable
In mid-April, Lens Technology, a major employer in Hunan province, was in an urgent need of general workers, operators and operating workers, so were BYD and other enterprises.
In the first quarter of this year, a total of 1,602 job fairs were held, with 1.89 million posts, helping Lens and BYD recruit 69,000 people. Besides, the manufacturing enterprises also boosted the employment.
Job fairs are like a “barometer” of the job market. A questionnaire showed that at the beginning of the year, the demand for workers was rising for more than 50% of the enterprises, involving transportation, warehousing and post services, catering, new media and other industries.
The increasing employment demand helps ease recruitment difficulty. Compared with the beginning of the year, the number of enterprises that considered recruitment difficult decreased by 12.85%. The stable supply of blue collar and skilled jobs with large market demand was the main factor.
At the 2022 China First Quarterly Employment Analysis Meeting, Xiong Duwen, an assistant researcher of China Institute for Employment Research, said in an employment report that the blue-collar CIER index, designed to monitor China's job climate, was the highest in the central region.
Preferential measures for key groups to overcome difficulties
Recently, a livestreaming job fair for college students was held in Kaifu District. A total of 5 enterprises including LBX Pharmacy, Uni-president and Yes Tech provided 122 job opportunities, and received 144 resumes.
There are 480,000 college graduates this year in Hunan province. The province has carried out a series of recruitment activities to promote the employment of college students. This livestreaming job fair is part of the efforts to help college graduates and other key groups find jobs.
Ningxiang city alone has provided about 10,000 jobs in intelligent equipment, machinery manufacturing, new energy, catering services and other industries through 56 job fairs. 1,878 public welfare jobs were created, and 1,878 people who have difficulty in finding jobs and who got rid of poverty in rural areas got work.
Other measures like skill training, employment recommendation and assistance in starting up businesses were carried out to orderly promote employment of rural labor force and stabilize the employment of people who have been lifted out of poverty.
Employment is given priority
Since late April, the job market has been warming up in the whole province. After the campus recruitment, Hunan Mendale Home Textiles plans to recruit 400 or 500 people from the society this year.
Thanks to preferential policies, many employers have an increasing demand for talents.
In response to the complicated employment situation, the province allocated 2.197 billion yuan of central and provincial employment funds in advance.
With entrepreneurship driving employment, the local human resources authority surveyed 12,200 talents who intend to come back their home village to start businesses. A total of 1,410 investment projects were under negotiation, with a capital of 57.992 billion yuan.
In the first quarter, a total of 686 million yuan of newly guaranteed loans for entrepreneurship was issued, helping 2,652 entrepreneurs and creating 15,828 job opportunities. It continued to implement the policy of lowering the premium rate of unemployment insurance, reducing the unemployment insurance premiums by 702 million yuan.
Luo Huping, vice president of the School of Public Administration and Human Geography, Hunan University of Technology and Business, said that the measures taken by the local government including further increasing tax cuts and fees, increasing support for the real economy, and helping enterprises overcome difficulties and develop, are important ways to stabilize the employment. And continuing to promote innovation and entrepreneurship is also conducive to increasing job opportunities.
All places of the province have also strengthened vocational skills training and employment assistance, and issued profitable measures to promote high-quality employment of urban and rural workers.
By the end of March, 155,800 people received subsidized vocational training, 239 million yuan of vocational training subsidies was used, completing 34.6% of the annual target tasks. It handed back 56 million yuan for the employers’ portion of jobless benefits to 26,300 businesses that didn’t lay off workers and 355,000 insured employees.
Next, the local human resources authority will carry out a series of public activities for college students to promote the employment of graduates in the province, hold the first provincial vocational skills competition, carry out activities to display and exchange skills, and continue to promote employment.
