Beihu District has established a leadership group for optimizing the business environment, formulated a work plan to enhance the business environment, built 17 indicator work teams to strengthen service, factors, and rule of law, in a bid to enhance the reputation of the business brand in Beihu District.

 

Beihu District has integrated 17 package service items and set up 20 indiscriminate comprehensive windows to enhance work efficiency. The comprehensive reform of grassroots government services has laid out 5 service outlets in the central urban area. The relevant experience of Beihu District has been selected as a typical case of optimizing government services in Hunan.

 

 

To ensure multidimensional support for enterprise development, 93 projects were signed at a government-bank-enterprise matchmaking meeting, with a total amount of 18.38 billion yuan. Financial institutions in the district have issued loans of 17.924 billion yuan and provided special loans of 27 million yuan to 6 enterprises including Hunan Danuo Technology Co., Ltd. 

 

Beihu District has opened 5 sea-rail intermodal routes, achieving a 40% and 30% increase in import and export customs clearance efficiency respectively, and a 30% reduction in overall logistics costs. It has been included among institutional innovation achievements of the China (Hunan) Pilot Free Trade Zone.

 

Beihu District has made exemption decisions for 49 administrative penalty cases throughout the year by establishing a list of exempted and lightly punished items, with a total exemption amount of 335,400 yuan. It has promoted the “Hunan Business Code” to standardize the behavior of visiting enterprises, established a “one-stop” litigation service system, with 2,894 online cases handled and a satisfaction rate of 87.39%. It has visited 492 enterprises, solved 89 practical problems, and dealt with 30 individuals who were irresponsible and inactive.

 

 

In order to deepen reform and optimize ecology, Beihu District has issued the “Three Year Action Plan for the Cultivation of Optoelectronic Display Industry”, tailored policies in five aspects including industrial funds and employment security, and introduced Hunan Zhongpei Optoelectronics Co., Ltd. 

 

Besides, 11 business environment observation points have been set up, with 10 observers and 9 experience officers hired. 87.6% of the observed problems have been handled.
