Hunan issues Five-Year Plan to Boost Green Development of Industrial Sectors

Recently, the Hunan Provincial Department of Industry and Information Technology released a plan for the green development of the province’s industrial sectors during the 14th Five-Year Plan period (2021-2025), to fulfill carbon peaking and neutrality goals and create a new model of green, low-carbon, efficient, and circular development.

 

The plan proposes that by 2025, the industrial structure of the province will be significantly optimized, the added value of the province's manufacturing industry will account for more than 30% of the regional GDP, and the output value of green and low-carbon industries will exceed 1 trillion yuan.

 

To this end, nine key tasks will be implemented and seven major projects deployed. During the 14th Five-Year Plan period, priorities will be given to new energy industry, new energy automobile industry, high-efficiency energy-saving industry, advanced environmental protection industry, to promote the green development of low-carbon industries. Solid steps will be taken to achieve peak carbon emissions in six primary industries of steel, non-ferrous metals, petrochemical, chemical engineering, building materials, and electric power. Industrial skills and energy efficiency will be improved through energy conservation in energy-intensive manufacturing, major energy equipment, and data centers and base stations. 

 

Efficient utilization of resources will be advanced through projects such as recycling of renewable resources, comprehensive utilization of industrial solid waste, recycling of used power batteries, development of remanufacturing industry, and recycling transformation of industrial parks. By 2025, the resource productivity of key industries will continue to increase, the reduction rate of construction land use per unit of GDP will reach the national target, the comprehensive utilization rate of bulk industrial solid waste will reach 57%, and the water consumption per unit of industrial added value will decrease 16%. The recycling and utilization amount of primary renewable resources will reach 30 million tons.

 

The level of green manufacturing will be comprehensively improved, with more than 500 new provincial-level and above green factories, 50 new green industrial parks, 500 new green design products, and 50 new green supply chain management enterprises.

 

Carbon emission intensity will be decreased constantly, and pollutant emission intensity will be declined significantly. By 2025, the emission intensity of major pollutants in key industries will be reduced by 10%; energy efficiency will be steadily improved; and, the energy consumption per unit of added value of industrial enterprises above designated size will be reduced by 14.5%.
