On March 26, 2013, a working conference concerned for the protection and development of hot spring resource in Chenzhou city was hosted by Xiang Lili- Secretary of Chenzhou Municipal Party Committee. As required by Xiang , a general development plan on the leisure, tourism, treatment, real estate, culture and other industries should be figured out to improve Chenzhou city to be an international level hot spring city.

Chenzhou city is with abundant hot spring resources which enabled it to be entitled as “Hot Spring Town of China”by China Mining Association in 2005 and awarded as “Hot Spring City of China” by Ministry of Land and Resources in 2011. Till now, more than 10 hot spring tourist areas have been opened to public in Chenzhou. But because of the low development and utilization level, the hot spring industry has not been fully improved.

After carefully listening to the speeches raised by some departments and principals of hot spring projects, Xiang stated that the protection and development awareness on hot spring resource should be upgraded effectively. In such a hot spring era of international tourism, it was suitable to establish hot spring on the consideration of ecological civilization construction. Though Chenzhou was with abundant hot spring resources, it was a low utilization and development level. In order to establish “city in the forest, leisure city” and livable city, the development of hot spring should be followed reasonable exploration process. Xiang also required that some expert teams should be led by the land and resource departments to fulfill the reconnaissance of all the hot spring resources in Chenzhou city within 2013.

As required by Xiang , a general development plan should be figured out to improve Chenzhou city to be an international level hot spring city. At the meantime, the high level design should be finished by high level planning experts and teams. Focusing on the key development of Rucheng county hot spring resources, central city and counties hot spring industry should be improved as well.

Xiang also asked that further infrastructure construction investment should be placed on the hot spring industry. Such as introducing more strategic investors to join the hot spring development by holding more hot spring investment attraction activities, paying more attention on the upgrade of infrastructure construction of hot spring tourism project, forging more hot spring landscapes, towns, villages and hotels along with the new rural and small town construction, and etc..

Xiang stressed that more favorable hot spring protection and development policies should be released to ensure the healthy development of hot spring industry.
