Recently, archaeological workers of Zixing City (a county-level city in Chenzhou City) have discovered a stone tablet in Qili Town, engraved with the epigraph, as revealed by the signature, written by Zhu De (December 1886 - July 6, 1976, a Chinese Communist military leader and statesman. He is regarded as a founder of the Chinese Red Army (the forerunner of the People's Liberation Army and the tactician who engineered the revolution from which emerged the People's Republic of China)), the then commander-in-chief of the Chinese People's Liberation Army. Upon the confirmation by the experts from such departments as civil affairs, historical records, and culture of Zixing City and local senior citizens, the inscription was convinced to be composed by Zhu De in 1950 and then engraved on the tablet by the locals.

The stone tablet is about 140 cm high on the ground, with a width of 75 cm and a thickness of 14 cm. The epigraph consists of over 200 Chinese characters cut in intaglio, engraved on the quartzite, a common stone in Hunan Province.

The stone tablet was located in a remote and desolate ridge, which then was covered with trees and weeds. Therefore it had been standing there silently for 60 years, without being noticed by the public. Now the stone tablet of great significance and value has been rediscovered during the cultural relics survey organized by the local government. It will be reported to apply for the title of Cultural Relics under the Provincial-level Protection.
