To propel road construction, the bureau stressed the importance of plan and scheduling and regular reporting of project progress. It advocated holding campaigns and activities to ensure the quality of road construction.
　　

Governments at city and county level also raised funds for road construction. The Finance Bureau of Chenzhou City funded 100 thousand yuan of allowance for per kilometer trunk road construction, and counties of Chenzhou provided 13.89 million yuan for preparatory work.
