Entrusted by Governor of Hunan Province Xu Shousheng, Liu Qingxuan, deputy secretary-general of Hunan Provincial People's Government, led a group to investigate the institutional reform at some townships in Yongxing County, Chenzhou City, on September 6, 2011.

Since the Working Conference on Reform and Establishment of Township Institutions in Hunan Province was convened, Chenzhou has laid emphasis on the two fields to improve the administrative efficiency and serve the agricultural and rural development. It is predicted that the city will fulfill the target this year.

The delegation remarked that reforming fund, personnel diversion, and adjustment of township division in a scientific way were major issues for the institutional reform at townships.

Liao Yuegui, director of the Organization Department of the CPC Chenzhou Municipal Committee, accompanied the delegation during the investigation.
