According to the meteorological department forecast, the concentrated rainfall period will come in June. It was learned from Chenzhou flood control and drought relief headquarter that 4.0 million yuan flood control goods were provided for offices of municipal and county levels and goods for key parts were well prepared as well.
Rainfall amounts are collected by a standard gauge, consisting of a funnel and a container. The 15 Meteorological Service stations around the country measure these rainfall amounts every hour. Reporters learned from the city meteorological department: strong rainfall in June and July of this year was above the normal trend. The total rainfall of Chenzhou city was 899.7mm from this January 1 to May 31. Compared with the average amount of earlier years in the same period, it had an increase rate of 20.9% amounting to 155.6mm.
In 2012, 7 turns of heavy rainfall hit Chenzhou which caused some loss to Chenzhou’s economy. But fortunately, there was neither break for the reservoir and dam, and nor injury and death from the floods. Recently, main rivers of Chenzhou city keep steady flow and the big and middle water conservancy projects water levels are under the control. Now, 727 automatic precipitation stations, 1215 geological disaster supervision stations, 195 telemetry stations of the integrated rainfall and water level image were set up in Chenzhou city which enabled the city with 290 sets of wireless warning main radio stations, 1157 sets of substations, more than 2000 hand emergency signaling apparatus, more than 9000 gongs, 15000 high frequency whistles, and 140,000 weather short message users. All of these form a monitoring alarm system with fast responses and good effects.
In the flood season safety video conference, it was required that departments at all levels should enforce the monitoring of rivers and reservoirs on the basis of current water and rainfall situation; should be well known about the historical and basic data of all reservoirs; and should make good preparation for the severe flood, disaster and emergency to achieve the annual goal of flood control and drought relief.
