On August 14, 2012, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city took an investigation on Chenzhou Kunqu opera development and Chenzhou cultural work. Qu emphasized that all the departments should pay high attention to the support of Hunan Kunqu opera troupes and prosperity of Xiangkun culture in order to build an international business card, further promote the culture city building and the healthy development of the city’s cultural undertakings.

Qu Hai and the investigation team got the details of Hunan Kunqu troupe’s history after visiting its performance hall, office building, exhibition hall and staffs. Qu stated that: “Hunan Kunqu opera is one of the key projects of Chenzhou cultural construction, which is also a name card of Chenzhou culture and an important brand for the external communication, so that it should be protected and inherited with more strength and improved to be more prosperous.”

Concerning the problem of how to carry out the improvement of Kunqu opera culture, Qu pointed out that the municipal subordinate departments need to issue some favorite policies for talents’ introduction, project construction, support etc.. Meanwhile, Kunqu opera troupe should make more innovation to create more classical performances and get itself improved not only on performance and art creation, but on market development. Furthermore, a better talent cultivation mechanism has to be forged with the aim of establishing the better Kunqu actors’ team. Last but not the least, Kunqu troupe should enhance the innovation of its system and mechanism to form a competitive team by encouraging the excellent talents to show their best performances.

Qu Hai then visited Chenzhou museum and library, inspecting the situation of Chenzhou cultural mechanism renovation, public cultural services and well-being cultural projects.

As to Chenzhou cultural work, Qu Hai required that the strength on cultural project construction should be enhanced and the key projects highlighted one by one on the basis of current financial capacity; the financial resources should adhere to the step-by-step implementation by highlighting the regional characteristics of Chenzhou; cultural system revolution should be further carried out to inspire the cultural team’s energy and vigor; the project construction of public cultural services should be attached much attention to meet the growing cultural needs of the broad masses of people, promote the prosperity of the cultural market , and strive to build a culture city .
