Medical Reform Investigation Group from State Council Investigate Chenzhou Urban & Rural Development on Medical Insurance

On September 1, 2012, a medical reform investigation group from the State Council Medical Reform Office visited Chenzhou and checked its overall urban & rural development work on medical insurance. Principals from Hunan NDRC, Hunan Ministry of Human Resources and Social Security and Hunan Ministry of Health accompanied the team for this investigation.

 

Chenzhou city is the pilot city of Hunan province on urban & rural medical insurance integration reform. Till now, Beihu and Suxian districts have been executed new basic medical insurance measures which combined rural and urban medical insurance together to carry out the basic medical insurance of urban & rural residents. This reform helped to break the limits between urban and rural residents, unify and optimize two systems. Once the integration system is established, the hospitalization costs of designated hospitals and protocol pharmacy retailers could be settled networking, and the insured people just need to settle the co-pay part.

 

The investigation team highly affirmed Chenzhou overall work on urban & rural medical insurance after checking the details on site and listening to Chenzhou government’s working report. The research group remarked that Chenzhou government had done a lot of practice and exploration in urban and rural health care, providing a good example for urban and rural medical insurance. The team also confirmed that in order to better promote urban and rural medical insurance work they would summarize the methods and experiences from Chenzhou government’s work and adapted Chenzhou government’s suggestions to handling the medical reform. Deputy Secretary of Chenzhou Municipal Party Committee- Mao Tengfei highly appreciated the investigation team’s guidance on the medical reform. Mao said the major event in the urban and rural health insurance was to protect and improve people's livelihood. Now the key point concerning the job is to solve the problems like “where are the money from, where will the money be used, how to supervise and handle the money”. Mao suggested discharging the relative policies on the basis of the pilot working experience, so that the overall work on urban & rural medical insurance can be carried out with specified instructions.

 

Member of Chenzhou Municipal Party Committee and the First Deputy Mayor of Chenzhou- Li Ping hosted the reporting conference. Deputy Mayor of Chenzhou City- Zhang Xihui delivered a working report of overall work on urban & rural medical insurance in the conference. Vice-chairman of Chenzhou Municipal CPPCC- Wang Dong participated in those relative activities.
