Zixing city, Guiyang county,Yongxing county, Beihu district and Yizhang county were named in the lists

Chenzhou city ranked the first place on the lists

A press conference was held by Hunan government on July 18, 2013. The assessment result of 2012 county economy and list of 2012 top ten counties and advanced counties on development of county economy were released on the conference. Zixing city, Guiyang county, Yongxing county, Beihu district and Yizhang county were in the list, ranking the first place of listing numbers among other cities of Hunan province. In 2011, there were just three counties on the list.

In the list of top ten counties of Hunan county economy, Zixing city, Guiyang county and Yongxing county ranked the fifth, ninth and tenth place respectively.

There were 19 indexes concerned for the assessment of 2012 Hunan top counties of county economy, such as GDP, growth rate of GDP, per capita GDP, general financial revenue, per capita general financial revenue, growth rate of general financial revenue, the percentage of general financial revenue on regional GDP, fixed asset investment, ratio for value of above scaled enterprise agro-product processing and value of agricultural industry, ratio for industrial increase value and GDP, rate of urbanization, paid-in domestic and foreign investment, total amount of exportation, urban per capita disposable income, rural residents per capita disposable income, gross enrollment rate of senior high school, energy consumption rate of unit GDP, increase rate of forest stand volume, and decrease rate of main pollutant discharge amount.

GDP was not the exclusive point for the assessment.

The assessment results were as follow:

Zixing city ranked the fifth place with 22.261 billion yuan GDP, 65000.00yuan per capita GPD, and 2.333 billion yuan general financial revenue; Guiyang county ranked the ninth place with 23.023 billion yuan GDP, 32000 yuan per capita GDP, and 1.864 billion yuan general financial revenue; and Yongxing county ranked the tenth place with 21.382 billion yuan GDP, 37000yuan per capita GDP, and 1.703 billion yuan general financial revenue, which was the same place as Xiangtan county.

Compared with 2011, Guiyang county and Yongxing county kept their top place.

This time, there were 98 counties from Hunan province attended this assessment.

2012 top ten counties of Hunan county economy were as follow: Changsha county, Liuyang city, Ningxiang county, Liling city, Zixing city, Lengshuijiang city, Youxian county, Miluo city, Guiyang county, and Yongxing county & Xiangtan county.

Beihu district and Yizhang county were named on the list of 2012 Hunan province advanced counties on development of county economy

Compared with earlier years assessment on advanced counties on development of county economy, there was a key difference that it was not unified assessment for all the counties together, but was divided into four areas as Changzhutan area, south Hunan area, Dongting lake area and great west of Hunan area to carry out the assessment. It was purposely to promote the competition among the four areas.

The indexes for the assessment of advanced counties were similar to the top counties. It was introduced by the principal of rural area department of Chenzhou Municipal Party Committee that increase speed of county economy was one of the key concerns for the assessment of advanced counties.

In 2012, GDP of Beihu district was amounted to 23.205 billion yuan with an increase of 11.4%, financial revenue was reached 1.133 billion yuan, up 21.2%, and fixed asset investment hit 16.757 billion yuan, up 35.5%. GDP of Yizhag county was amounted to 10.46 billion yuan with an increase of 13%, financial revenue was reached 1.253 billion yuan, up 20.18%, and fixed asset investment hit 9.99 billion yuan, up 36%.

Both the two counties were with extremely rapid growth rate on different economic indexes, which enabled them to be listed in the advanced counties of development of county economy in south Hunan area. Jianghua Yao autonomous county, Lengshuitan district, Hengyang county and Changning city were named on the list.
