Xiang Lili: further work should be handled out with innovative spirit

Leadership group conference for overall development of urban and rural areas in Chenzhou city was hosted by Xiang Lili- Secretary of Chenzhou Municipal Party Committee on September 13, 2013. According to the decisions confirmed on the conference, household registration reform and other five ones would be carried out in Chenzhou city initially. Xiang emphasized that further work should be handled out in Chenzhou city with innovative spirit to promote the overall development of urban and rural areas and to ensure Chenzhou city to keep stepping ahead of other cities of Hunan province.

Some files concerned for the assessment details, reform solutions, and other regulations for the overall development of urban and rural areas were approved on the conference. The six key reforms were as follow: rural housing regulation, household registration, shares cooperatives of land, rural property rights system, rural finance mechanism, and“manorial economy”development. All were purposely to explore more experience for Chenzhou city’s further overall development of urban and rural areas.

“All workings should be followed with new innovative ways to obtain breakthroughs, because former working experience was not suitable for new trend.” Xiang Lili said, “all the principals of relative departments should follow the central government’s spirit on overall development of urban and rural areas, and provide the best development conditions for people to stimulate their creativity. ”

Xiang stated that the importance, necessity and feasibility of overall development of urban and rural areas should be grasped well. Though there were great achievements obtained on city’s upgrading, infrastructure construction, industrial construction, etc., it was still lacking strong forces on promotion of rural area development and concern of “three rural” issues. Balanced attention should be placed on both urban and rural areas. The key point concerned for Chenzhou city’s future development was the improvement of rural areas, so more efforts should be tried on improving the agricultural industries to solve the problems hindered on the way of overall development of urban and rural areas. 

Xiang said, overall development of urban and rural areas should be promoted together with the establishment of well-off society, especially carrying out relative workings with the target set for Hunan province’s establishment of well-off society. Key points and characteristics should be highlighted to set the model for promoting the development.

Improvement of rural area environment, regulation of rural housing, industrial development, demonstration areas’ construction, and other issues should be carried out well. Rural public service, citizenization issues for local rural people and other problems should be solved accordingly. More development funds should be collected to upgrade the overall development of urban and rural areas. All departments should work together with sound cooperation with the requirements listed by central government to keep Chenzhou city stepping ahead of other cities of Hunan province on this overall development project.
