It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated the development of Chenzhou city’s industrial park economy on October 9, 2014. Qu stated that industrial park is the top concern for Chenzhou city’s economy, so all the industrial parks should enhance the driving force of reform and keep innovative development to fulfill the annual target entirely and should be major driving force of Chenzhou city’s “stable growth”.

Qu visited Chenzhou High-tech Industrial Zone and Zixing Economic Development Zone and investigated some special industrial parks and enterprises as Broad Homes, Fushi Industrial Park, Taiwan Industrial Park, Delta Electronics, Zixing Electronic Information Industrial Park, Advanced Device Manufacturing Base, Tsingtao Beer Plant, and etc. He learned the details of the industrial parks’ construction and the enterprise’ operation condition.

Qu stated that currently, all the industrial parks should focus on the task to fulfill annual development target. Chenzhou High-tech Industrial Zone should fight for establishing to be one-hundred-billion industrial zone and national level high-tech zone; Zixing Economic Development Zone should accelerate its speed to establish to be national level economic development zone. Service should be optimized to provide better service for all the enterprises settled in the park. Current construction gold season should be grasped to promote the projects construction, especially on placing a batch of projects to operation, starting a new batch of projects and forming a batch of projects for “thirteen five-year plan”. More investment should be placed on technologic research and development to produce more results. Better mechanisms on talent motivation, and reward & punishment should be figured out to create better working atmosphere.

Qu Hai emphasized that more efforts should be tried on investment attraction to introduce more large enterprises and leading enterprise and upgrade investment intensity to improve the degree of industrial concentration and improve the economic scale of the industrial parks; more attentions should be placed on connection with central and Hunan provincial departments to gain more supports of policies and capitals and on promotion of some “two-oriented industries” and high-end industries as electronic information, energy saving and environment protection, circulation and integrated utilization, deep-processing of non-ferrous metals to promote the upgrading of industrial industries; and differentiated development should be kept to attract investment and develop special industries on basis of local advantages. Furthermore, earlier planning as“thirteen five-year plan”should be figured out to set better foundation and preparation for further and long term development.

A symposium on capacity expansion was held when Qu Hai visited Tsingtao Beer Plant. Principals of relative departments, Zixing city and some enterprises discussed the issue together. The difficulties, problems and suggestions presented by the attendants were appointed to relative department to settle accordingly. Qu stated that the subordinate departments should take active service to help the enterprises to expand the market and accelerate its speed to reach the designed capacity. Tsingtao Beer Chenzhou Branch should enhance its forces on marketing and propagandizing to improve its competitiveness, should try to upgrade the plant construction and forge industrial tourism spot, and should follow ready plan to expand its capacity.

Qu also specified the requirements on preparation work for Hunan provincial industrial park working conference and emphasized that all relative departments should try all efforts to work on the preparation work.

Some municipal leaders of Chenzhou city accompanied Qu with the investigation.
