Qu Hai stated on his investigation trip to Jiahe county

It was learned that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Jiahe county’s industrial parks development and closing issue for backward coal mines. He required that improvement and upgrading of casting industry and closing work on backward coal mines should be accelerated, which was purposely to close down the outdated production capacity and promote the transformation and upgrading of traditional industries.

Qu visited some enterprises in Tangcun Industrial Park of Jiahe county and checked the closing work of coal mines in Tianxin village and Fengjiachong village as well during his investigation.

Qu stated that innovation is the lifeline for the development of enterprises and the best way for them to enhance their competiveness. The enterprises should follow international famous brands to upgrade their competitiveness from the aspects of product quality, engineering and details by technological innovation; should work well on the expansion of market, e-commerce and capital operation to upgrade them to be famous enterprises of China by concept innovation; should collect more feedback and suggestions from customers to upgrade their products quality and service level by service innovation; and should upgrade the enterprises management level to transform them to modern enterprises from traditional enterprises and accelerate their capital operation by mechanism innovation.

Qu Hai emphasized that all enterprises should try to find a way out with transformation and upgrading and make the best advantages of national policies to introduce more talents and technologies, expand their scale and production capacity, and upgrade their market shares and competitiveness. On the other hand, all departments should enhance the guidance and obtain more favorable policies and capitals from Hunan provincial and central government to assist the enterprises development.

According to the plan, 65 backward coal mines should be closed in 2014. Till now, over 50 ones have been closed or prepared for the closing issues. Qu stated that this closing issue for backward coal mines was the inevitable trend for the economic development, so it was better for those coal mines to take active actions to close rather than be forced to be closed. All work should be carried out on the basis of the arrangement of central and Hunan provincial government. More attention should be paid on safety supervision, safety production and social stability on the process of closing the coal mines. At the meantime, the coal mines which were reserved should place more investment on the improvement of technologies to carry out standardized production and the illegal operation should be prevented on the production process to ensure they can pass the inspection handled out by Hunan provincial government. Furthermore, the investors who cancelled their investment on the coal mines should be guided to change their minds to place more investment on emerging industry, modern agriculture and modern service industry to promote local transformation development.
