Recently, Chenzhou Government issued “Planning for new industrialization of 13th five-year plan’”. As stated on the plan, great efforts should be tried on improving Chenzhou City to be modern strong industrial city and new increasing pole of Hunan industry.

The achievements on new industrialization gained by Chenzhou City during “12th five-year plan” were summarized on the plan comprehensively. Current situation and the chances and challenges were analyzed there as well. It also listed the key points, strategies, and measures for the promotion of new industrialization during “13th five-year plan”. During “12th five-year plan” period, the added value of scale industry hit 100billion yuan, ranking the 3rd place of Hunan Province with an annual increase of 13.4%; the output value of scale industry hit 300billion yuan; the added value of manufacturing industry was 23.5% higher; the added value of strategic emerging industry is 7.8% higher; and the comprehensive index of industrial operation quality was on 4th place of Hunan Province.

As stated on the plan, in following 5 years, Chenzhou City will focus on following key points for promoting the new industrialization: keeping upgrading traditional key industries as non-ferrous metals, fluoro-chemical , construction material, consumer products n, and etc; promoting some emerging industries as graphite and new material, mineral gem, electronic information, environmental protection, advanced manufacturing, new energy, and etc; and improving some production service industry as technology & information service, ecommerce, modern logistics, modern finance, service outsourcing, and etc.

According to the plan, Chenzhou will ensure all the targets preset for “13th five-year plan” to be fulfilled by implementing “four development strategies” and “five supporting measures”. “Four development strategies” refers to innovation drive development strategy, special development strategy, big data development strategy, and green development strategy; and “five supporting measures” refers to improving projects construction, cultivation of talents, service system, improvement of enterprise entities, and optimization of environment.

“Time table for the key industrial projects of ‘13th five-year plan’” was listed on the plan as well. 118 key industrial projects covered with 92billion yuan investments were enrolled into the plan, 90 of which are emerging industrial projects and rest 28 are traditional industrial projects.
