In order to fully implement five key tasks and fight for the structural reform in supply front, Chenzhou City released “Implementation solution on improving structural reform in supply front”.

As stated on “the solution”, more attention should be placed on monetized resettlement, institutional reform, transformation and upgrading, stimulus of spending, and favorable policies for promoting the destocking. It aimed to decrease 5million square meters of commercial housing. Concerned for resolving the overcapacity, five measures should be fully implemented to clear “zombie companies” and increase the utilization rate of non-ferrous metals and concrete industry by 80%.

Concerned for deleveraging, more efforts should be tried on regulating the management of government debts, improving financial supervision, and enhancing support on real economy. It aimed to dissolve 16.3billion yuan government debts within 2 years and control the bad loan ration under 5%. Concerned for cost control, more attention should be placed on decreasing institutional exchange cost, tax cost, financing cost, labor force cost, power cost, land cost, and logistic cost. It aimed to decrease 2% comprehensive cost by 2018, and upgrade the competitiveness of enterprises accordingly. Concerned for making up the weak points, great efforts should be placed on poverty alleviation, establishment of modern industrial system, cultivation of market entity, improvement of ecological environment protection, upgrading of and development platform. It aimed to lift Guidong, Rucheng, Yizhang, and Anren counties out of poverty by 2019, as well as the 0.44million poverty stricken people in 498 poverty stricken villages. It also aimed to cultivate 50 technological innovation demonstration enterprises and 100 high-tech enterprises by 2020, and the added value of high-tech industry contributes 30% to GDP.

In order to ensure all the measures to be implemented fluently with real effects, specified supporting solutions on organization, supporting, assessment, and etc. were figured out on the solution.
