April 3, 1928, Mao Zedong officially issued to the troops, "Three disciplines • Six Notices" in the Shatian of Guidong County. The "Three disciplines • Six Notices" was the predecessor of the famous "Three disciplines • Eight Notices", was the first written record of the military discipline, a milestone in the construction of our army's political discipline and was known as the "First military rules" of our army.

The promulgated site of " Three disciplines • Six notices " was located in Shatian County with a total area of 11,000 square meters. The main scenic spots included the monument of promulgated’ site, large-scale relief of promulgated background of the times, memorial hall, Shatian Longevity Palace, Shatian ancient stage, Tongyi Shop, etc. It has been rated as the Hunan red tourist scenic spot, the Hunan hundred favorite of people, the province's anti-corruption education base, the national patriotism education base and the national defense education demonstration base. The promulgated site was successfully selected as the national red tourism classic scenic spots list. It had great significance for the publicity of the county red tourism culture and laid the foundation to improve red tourism infrastructure.
