Like Yang Yongjun, 10 excellent talents and 3 high-level talents recognized by Zixing City and 2 by Chenzhou City were also awarded. They received a total reward of 836,000 yuan.
Zixing has energetically developed big data, silicon materials, new energy, non-ferrous metals, electronic information and other new industries whose development relies closely on talents. The city has also implemented its strategy of “talent-based development” and focused on the work related to the provincial and Chenzhou’s talent projects, deepened mechanism reform of talents’ development and rolled out a series of talent policies.
Such recruitment projects as Enterprises Enter Campuses and Famous Companies Special Job Fair have attracted high-level talents for enterprises, urgently-needed talents for industrial development and professional talents for public institutions. Over the past 3 years, public institutions have recruited 414 much-needed professionals in 19 batches, among whom 91 people have full-time master's degree or above.
Good policy attracts talents while good services retain talents. Zixing has improved its services concerning housing, health care and children education to provide a “soft” environment for talents. It built or renovated apartments with an investment of 10 million yuan to ensure the housing demand of grass-root talents.
At the same time, the city has held four training sessions in cooperation with Tsinghua University and Zhejiang University, providing training for 208 leading cadres. 13 training sessions held in the city’s Party school and the vocational teaching center benefitted 1,729 people. The worker education project has trained 75,892 skilled workers and agricultural talents, helping more than 35,000 families increase income.
Zixing city has formulated a plan to guide talents to the primary-level organizations and improved the talent cultivation and return mechanism for rural areas. In this year’s village (community) elections of party branch committee and village committee, 537 elected members have college degree or above and 102 have bachelor degree or above. And 77 scientific commissioner made up a technical service group, providing technical support for agricultural enterprises, industrial bases and key villages.
