On July 4, when Zhu Xiangqun, Party Branch Secretary of Shazhou Village in Rucheng County returned from Beijing with a medal for "National Advanced Grassroots Party Organization", the villagers in Yao costume warmly greeted him with songs and dances.
"Over the years, the Party members have been instrumental in turning the once poor village into a nationally acclaimed red scenic spot. You deserve this honor!" said Zhu Xiangyun, an old Party member in the village.
Shazhou Village is the place where the story of three soldiers giving half of their only quilt to a local resident happened. There are 542 people in the village, including 20 party members.
In recent years, the village has achieved rapid development by strengthening party building, special industries and services. It has been awarded "National Model of Ethnic Unity and Progress", "National 4A Tourist Attraction", "Hunan Provincial Model Village of Beautiful Countryside Construction" and "Hunan Provincial Model of Grassroots Party Construction ".
Strong leadership
Last year, when the working group came to solicit opinions on the list of the new members of the Shazhou Village Party Branch, the 83-year-old party member Zhu Xiangyun said, "I strongly support these candidates! If they continue to serve, the village will definitely see greater development."
In 2014, the village party branch led by secretary Zhu Xiangqun took office. Zhu Xiangqun sold his excavators and gave up the lucrative construction business to focus on the development of the village.
"Led by party building, we are committed to promoting people-centered development, with red history and green industry as our focus," said Zhu Xiangqun.
To fulfill this goal, party members have actively played an exemplary role in promoting the development of the village. They undertook the supervision of environmental protection and sanitation, the resolution of conflicts and disputes, and the supervision of Party and village affairs, leading the villagers on the road to civilization and prosperity.
Earlier this year, Zhu Xiangqun was re-elected as Party branch secretary and village committee director of Shazhou. At present, there are six people serving on the village party branch and the village committee, with an average age of 44 years old and an education level of high school or above.
"It is people's recognition that gives me the opportunity to continue serving them," said Zhu Xiangqun. As the great-grandson of Xu Jiexiu, the elderly Shazhou resident who received half of the quilt, he will lead the villagers to further develop rural revitalization while staying true to the original aspiration.
Blazing a path to wealth
How to make the Shazhou Yao Village develop faster with villagers earning more money has always been a top priority for the village party branch.
In 2016, after the story of "half a quilt" went viral, an endless flow of tourists came to Shazhou Village. Based on the red resources, Shazhou Village encouraged everyone to develop tourism. As a result, local cuisine restaurants, homestay inns, specialty goods stores and e-commerce businesses sprang up.
"I received another tour group of 500 people this weekend. My house really can't seat so many people." For the past few days, the local cuisine restaurant of Zhu Xiaohong, a villager once trapped in poverty, has been enjoying brisk business.
Zhu Xiaohong and his wife participated in skills training provided by the village in vegetable cultivation and cooking. After that, the couple opened a local cuisine restaurant and a guest house, earning more than 100,000 yuan (15,410 US dollars) a year.
In Shazhou Village, there are quite a few people like Zhu Xiaohong who are led by the party branch to make a fortune. There are 135 stalls, 11 restaurants, 7 homestays and 30 specialty stores in the village, and more than 300 villagers have increased their income through tourism.
In addition to tourism, the party branch also develops fruit cultivation. "We have carried out more than 40 training sessions, with more than 2,000 participants. We hope to change people's traditional concept of planting and selling, and instead develop the fruit planting as an overall industry in the village."
Now, 142 villagers in the village have planted more than 1,200 mu (80 hectares) of fruits and vegetables.
Last year, the collective income of the village was more than 400,000 yuan (6,164 US dollars), an 83-fold increase over 2014; the per capita net income of villagers was 15,000 yuan (2,311.50 US dollars), an increase of 10,644 yuan (1,641.30 US dollars) over 2014.
People-oriented services
Since being elected, the lights in the office of the village party branch have often been on until one or two o’clock in the morning.
The village party branch has introduced considerate services in the village service center, such as providing labor and employment information for the public, and helping to apply for low-income insurance, medical insurance and ride free cards for seniors.
"I am most satisfied with the service of applying for ride free cards," said Zhang Meiying. Villagers like her who are over 60 years old only need to bring their ID cards to the service center to apply for the card, and then they can enjoy free rides.
Up to now, the village service center has handled more than 1,000 matters for the public, with a 100% satisfaction rate.
During the party history learning and education campaign, Shazhou Village focuses on bringing tangible benefits to the public. Each party member provides services to 7 to 10 households, including party history education, dispute mediation, and matter handling, in order to solve the urgent concerns of the public.
This year, the village party branch has helped the public solve more than 50 problems and resolved more than 30 conflicts and disputes.
