Chenzhou explores seven models for poverty alleviation and rural revitalization

Since the beginning of 2021, to consolidate and expand the achievements in poverty alleviation, Chenzhou City has explored seven models to comprehensively promote rural revitalization.

 
First, the coordinated development of agriculture and tourism. By leveraging red resources, Chenzhou City has built a revolution-themed exhibition hall, a Red Army Memorial Square and a Long March Hotel. Shazhou Village, a red tourism destination, receives more than 2.5 million visitors annually. At the same time, adhering to the development led by Party building, Chenzhou City has built a "1+N" organizational structure and established social self-governance organizations such as planting and breeding cooperatives, village councils and village affairs supervision committees to improve primary-level governance. Bearing in mind the green development, Chenzhou City has actively improved the living environment and the construction of rural areas, allowing visitors to enjoy the lush mountains and lucid waters.
 
Second, the six supports to enhance ecological livability. The six supports are party building, village rules and regulations, labor input, local materials, project support, and industrial support. At present, there are 59 demonstration villages for the improvement of rural living environment in Rucheng County, where a total of 350,000 square meters of dilapidated houses and 5,187 old toilets have been demolished, and 14,427 private toilets and 202 public toilets have been built.
 
Third, the mutual aid association to promote the rural style of civilization. The Quanshui Town of Rucheng County has established a mutual aid association to encourage villagers to participate in joint consultation, mutual help and joint management. At present, all 217 villages in Rucheng County have established mutual aid associations with more than 30,000 members, helping more than 9,000 people solve their difficulties.
 
Fourth, the integration of moral governance, rule of law and self-governance to strengthen rural governance. In the moral governance, Rucheng County has established a total of 387 volunteer teams with 72,615 members, and organized 516 moral education activities. More than 18,500 people participated in volunteer activities, and more than 50,000 people participated in civilization promotion. In the rule of law, the county has installed 6,432 video surveillance circuits, established 226 village-level public legal service work stations, 2,945 public legal service volunteer stations, and fully implemented the "one legal adviser for one village" system. In terms of self-governance, all 217 villages in Rucheng County have formulated village rules and regulations, and innovated grassroots self-governance models such as village councils, "red and black lists" and point management.
 
Fifth, "grassroots Party building plus" to strengthen the party organization. Linwu County has required the head of the supporting unit to be the first secretary of the village, which is the first of its kind in Chenzhou City. Rucheng County has promoted rural development with the building of village-level Party branches. 131 villages have achieved a collective income of over 50,000 yuan.
 
Sixth, the demonstration zone to drive development. Focusing on the construction of demonstration zones, Linwu County has explored a rural revitalization model suitable for its development. It invests more than 10 million yuan (1.55 million US dollars) annually to promote the construction of rural revitalization demonstration villages.
 
Seventh, follow-up support for the relocated people. Micro vegetable gardens were built to ensure self-sufficiency in daily vegetable supply. Real Property Ownership Certificates were obtained by the relocated people. Community services were provided, including environmental sanitation. Cultural promotion walls and boards were built to raise the awareness of the people. The supporting services were strengthened, and a follow-up support platform was built to help relocated people increase their income.
