“I am very grateful for the online learning platform, through which I have mastered practical skills and my life is getting better. I will participate in the next session.” Li Jiangling, a citrus grower in Dalong Village, Qingjiang Town, Zixing City, said excitedly when interviewed by the staff of the training center.
Given the actual situation and demands of the villagers, Zixing Provincial Government, together with Hunan Agricultural University and Hunan Academy of Agricultural Sciences, launched an online training platform combined with offline management. In this case, villagers can take online training classes in their spare time.
In terms of offline management, the local government has also established Wechat groups that include relevant experts, from which villagers can enjoy professional consulting service at any time. Meanwhile, the government sometimes invites agricultural experts and experienced farmers to give lessons in the field. This teaching mode allows villagers to get the most useful knowledge and to keep close contact with experts.
In recent years, Zixing City has upgraded the project of “one household, one industrial worker” by setting up a special leading group consisting of members from 15 departments such as agricultural department and human resources department. To upgrade Zixing Vocational Educational Center, the local government has invested 32 million yuan to improve the facilities and more than 400,000 yuan to build a comprehensive information management platform, by which the information like employment condition and training needs of each worker can be collected.
Moreover, 50 million yuan is allocated to vocational training annually, with which workers can benefit from preferential policies like exemption of tuition fees and living expenses, insurances, favorable loans and various subsidies. Under such circumstance, workers can receive training without worries, and thus have stronger enthusiasm for training courses.
To further improve the effectiveness of training, the city has set courses in accordance with the market’s needs and people’s requirements. It also focuses on training innovation, and implements a tutor-like system and online and offline training modes to further improve the training’s coverage, quality and effectiveness.
In addition, Zixing has provided follow-up services and measures in employment recommendation, start-up support, and re-enhancement of skills to ensure the fruitful results of the training.
As of the end of June 2021, Zixing City has trained a total of 848,631 laborers. Among them, 1,095 people have participated in the training, and the online courses have received 230,000 viewers. This year, the project of "one household, one industrial worker” was included in the "100 Cases of Grassroots Reform Exploration in Hunan Province", which is one of the 27 selected cases in the field of social system reform.
