Guiyang County explores seven paths to boost collective economy

In recent days, rice transplanters have shuttled back and forth in the fields of Baiyun Village in Renyi Town, Guiyang County, Chengzhou City, leaving rows of verdant rice seedlings to stand in the field after a while.

Transplanting rice seedlings with machines is one of the services offered by the cooperative of Renyi Town. In this April, Renyi Town has guided villages to set up Tongxin Rice Planting Specialized Cooperative and Jinying Rice Planting Specialized Cooperative led by collective economy.
 
The cooperatives have provided multiple services for 4,200 mu (about 280 hectares) of rice in 14 villages of the town, including ploughing, planting, seedlings raising, plant protection and harvesting by machine.
 
“This model can benefit both villages and villagers.” With socialized services throughout the whole process, the cost of one mu paddy field can be saved by 400 yuan since the transplanting machine can plant 30 mu (about 2 hectares) per day, and the efficiency is 30 times higher than that of manual labor.
 
Meanwhile, the village can directly gain benefits of more than 30,000 yuan.
 
At the beginning of this year, the government of Chenzhou proposed to implement more village-level collective economy plans, wipe out poverty of villages with weak collective economy, and make the annual income of more than 80% of the village-level collective economy exceed 100,000 yuan.
 
With Renyi Town as a pilot base, Guiyang County has promoted work in all areas and explored seven paths: party branch farms, cooperative services, new energy industry, project construction, asset revitalization, financial support, dividends for shareholders to strengthen the collective economy in multiple ways.
 
The collective economy of Baiyun Village has seen results in many areas. The flue-cured tobacco generated 550,000 yuan with each bundle of it sold 50 yuan, and the financial department of the county charged 144,000 yuan as working expenditures based on 4 percent of tobacco tax rate.
 
In addition, with revenues from other aspects like financial support, photovoltaic power generation and rice industry, it is expected that the collective income will exceed 950,000 yuan this year.
 
Hehua Village in Renyi Town has adjusted measures according to local conditions. With the support of the relocation policy, it will put the 500,000 yuan allocated by Hunan Province to support industries like castanea henryi and polygonatum odoratum. The village has transferred 28 mu (about 1.87 hectares) of reclaimed lands to plant polygonatum odoratum, and 100 mu (about 6.67 hectares) for castanea henryi. It has guided fishermen who were banned from fishing to plant those crops.
 
The key to revitalizing collective economy lies in leveraging local advantages and adopting suitable policies for each village. The seven paths have been put in place together to boost comprehensive development.
