The great change of the Yonglejiang River is the result of the “river chief system” implemented in Hunan Province. In recent years, Hunan has carried out joint management with county-, township- and village-level river chiefs. The water security, ecology and environment of rivers and lakes have been significantly improved.

 

As the Yonglejiang River has many tributary streams which are only several kilometers or more than ten kilometers long, it was very difficult to govern them in the past. However, thanks to the river chief system, things have changed for each stream, however small it is, is taken charge by someone.

 

 

The Paishan River is a flood channel of Anren Dayuan Reservoir, with a total length of 7 kilometers. In the past, the whole Yonglejiang River basin was greatly affected by the sewage and garbage problems of the Paishan River.

 

In addition, due to lack of manpower and funds, the silt and garbage could not be cleaned up.

 

Today, the Paishan River is clear and sparkling with winding greenways on both banks of the river and has become an ecological sightseeing belt for people.

 

Since the full implementation of the river chief system, Anren has invested 9.9 million yuan every year to outsource the cleaning work of all rivers, ditches, reservoirs, etc. In addition, the funds for the river chief system and cleaning have been included in the financial budget to ensure each water area in the county can be effectively cleaned.

 

Meanwhile, a smart river chief monitoring platform has been built, and the video monitors and intelligent water quality testing meters have been installed, enabling the river and lake chiefs to patrol and manage the rivers online.

 

In recent years, Anren has also focused on the Yonglejiang River that runs through the whole county to promote the deep integration of water conservancy construction and environmental protection, in an effort to create a harmonious ecological environment, and improve economic and social benefits.

 

Over 1 billion yuan has been invested to build the Yonglejiang River Scenic Belt, Paddy Field Park, National Wetland Park and Xiongfeng Mountain National Forest Park.

 

According to the characteristics of the four seasons, Anren County has basically completed the construction of the Yonglejiang River Scenic Belt which integrates dike protection, flood control and beautification, showing the unique charm of an ecological city. The river has developed into a tourism landscape belt, an ecological livable belt and a county economic belt.
