Idle land revitalized in FTZ Chenzhou Area

2022-12-22

Since this year, the Chenzhou Area of Hunan’s Free Trade Zone (High-tech Zone) has made great efforts to revitalize inefficient land and plants, with 120 hectares of inefficient and idle land have been revitalized and 2.3 million square meters of plants have been built. This move has led to a 10% year-on-year increase in industrial added value above designated size in the park in the first three quarters, and also led six major indicators such as tax revenue, investment attraction and total exports to rank first in Chenzhou.

“The project of Hunan Zhuwanyou Industry Co., Ltd. covers an area of 14.2 hectares, with a land development rate of less than 50%, and the actual investment amount only accounting for 55.62% of the total investment.”

The person in charge of the capital planning branch of the Chenzhou Area of the Free Trade Zone (High-tech Zone) introduced that the company failed to meet the investment intensity and construction progress agreed in the land grant contract, causing 6 hectares of idle land.

After negotiation, Hunan Chenzhou Grain and Oil Machinery Co., Ltd., which urgently needs new land for expansion and upgrade, obtained the right to use the land in accordance with the law, which not only exempted Hunan Zhuwanyou Industry Co., Ltd. from breach of contract punishment, but also saved 30 million yuan in land development costs for the park.

It also solved the land needs of the expansion project of Hunan Chenzhou Grain and Oil Machinery with an annual output value of 400 million yuan.

According to the introduction, it is aimed at vacating out the inefficient land occupied by old and weak projects, introducing new high-quality projects so that the idle land can be revitalized. Since this year, the park has taken multiple ways to recover the right to use the land and solved the problems of inefficient land.

Among the 55 newly introduced investment projects this year, 49 of them have adopted the way of revitalizing inefficient land and plants.

At the same time, the industrial land in the park was divided into four large areas for new non-ferrous metal materials, new generation of electronic information, advanced equipment manufacturing and modern logistics.

And a number of green projects with high value-added, and high-tech content were invited to the park for centralized and intensive development.
