Hunan province highlights synergy of anti-pollution, carbon reduction

Recently, the Ecology and Environment Department of Hunan Province and other six departments jointly issued the "Implementation Plan for Synergy of Anti-pollution and Carbon Emission Reduction in Hunan Province". It required that by 2025, Hunan Province will basically form a pattern of collaborative promotion of pollution reduction and carbon emission cut. 

 
By 2030, the province's collaborative capacity for anti-pollution and carbon reduction will be significantly improved. The collaborative governance in the fields of pollution prevention and control such as water, soil, and solid waste will be significantly strengthened.
 
The plan asked to jointly reduce pollution, cut carbon emissions, expand green development, and pursue economic growth, to realize green transformation of economic and social development from seven aspects. It called for strengthening source control, highlighting key areas, optimizing environmental governance, promoting model innovation, enhancing support and guarantees, and strengthening organization and implementation.
 
According to the plan, the industrial sector, transportation, urban and rural construction, agriculture, and ecological construction fields are the major aspects for Hunan to achieve synergy in reducing pollution and carbon emissions.
 
Among them, the industrial sector should focus on promoting the building of a green manufacturing system. By 2025, the proportion of scrap steel in the province's iron and steel industry will reach 30% and the output of recycled non-ferrous metals will reach more than 1.1 million tons.
 
The transportation sector will scientifically plan the green freight distribution network in urban areas and accelerate the development of new energy vehicles. By 2025, about half of Hunan's vehicle production will be new energy vehicles.
 
The urban and rural construction field will promote green building materials and vigorously develop prefabricated buildings.
 
The agricultural sector will make efforts to improve the level of green and low-carbon agricultural production. By 2025, the utilization rate of fertilizers and pesticides of the three major crops will increase to 43 %.
 
As for ecological construction, great attentions will be paid to strengthening the protection of important ecological functional areas of "one river, one lake, three mountains, and four waters", and enhancing the carbon absorption capacity and purification functions of the ecosystem.
