Yizhang county strives to build talent ‘ecosystem’ for connecting GBA

As the “southern gate” of Hunan, Yizhang County has the geographical advantage for being located near Guangdong-Hong Kong-Macao Greater Bay Area. To seize the initiative in high-quality development, the county has been striving to build a good talent ecosystem as a pilot area of the Guangdong-Hong Kong-Macao Greater Bay Area.

 

Yizhang County has ignited a “new engine” to attract talents. Focusing on demand-oriented talent selection, it has established the talent concept of actively integrating into the Greater Bay Area, constantly improved the talent introduction mechanism, and formulated the “talent demand list” and “needed talent list” to introduce talents.
 
Through recruitment and introduction, it has selected and reserved a group of young cadres with high comprehensive quality and great potential in a planned and step-by-step way.
 
In combination with rural revitalization and industrial development, it has recruited a group of all-round talents who are good at agriculture, technology, operation and management. It has focused on leading industries, key parks and key enterprises, formulated and precisely implemented a talent support policy of “one industry (enterprise), one policy”, helped the talent chain to integrate with the industry chain and innovation chain deeply, so as to promote the formation of a new model of “talent + project”, and achieved the acceleration of talent introduction and talent gathering.
 
At the same time, it has improved the flow mechanism to attract talents, such as talent growth flow, ladder type vertical flow, balanced flow among regions and specialties, and training flow of compound talents.
 
Relying on local resource endowments and industrial advantages, it has smoothly and deeply integrated into the “portal” of GBA’s industrial chains, established a talent introduction mode of “not for owning talents but for using them”, created a talent development platform pattern of “talent enclave + innovation platform + characteristic park”, promoting the mutual integration of talents between the Greater Bay Area and Yizhang County.

It has absorbed urgently needed talents from the society towards key industries such as fluorochemical industry, photoelectric display, new building materials, packaging and printing, the Mangshan Mountain tourism, tea and oranges, promoted the integration of talents, projects and platforms, thus achieving coordination between talents and industrial development.

Relying on the industrial chain to lay out the talent chain, it has focused on projects to strengthen, supplement and extend the chain, as well as the design, manufacturing, process and management links of the whole industrial chain. It has made concerted efforts in talent recruitment, science and innovation platform, project construction, etc., to break through bottlenecks, complement weaknesses, and promote the deep integration of industry and talent.

It has strengthened psychological counseling for talents from other places, provided personal help, and strictly implemented policies and systems on transfer, vacation, physical examination, salary, employment of family members, and school enrollment of children.
