It was learned from Anren Industrial Concentrated Zone that the “135” project of its innovation and entrepreneurship park was being promoted well recently. Jinfu Technology, Yusheng Electronics, Huahui Garment, Nanyang Shoes and some other electronic information manufacturing and garment processing industries were being expanded greatly, which became the leading enterprises for the innovation and entrepreneurship of Anren county.

In order to well implement Hunan provincial“135” project of innovation and entrepreneurship park and accelerate the construction of innovation and entrepreneurship park, Chenzhou Municipal Government set a 10-million-yuan special fund to support the construction of“1555” project of Chenzhou city’s innovation and entrepreneurship park. At the meantime, Chenzhou city simplified administrative procedures and delegated more powers as approval (or registration), planning, land, construction, environment protection, energy saving, safety, occupational health, and other issues concerned for construction of standard workshops delegated to lower level governments. It required that all counties and districts should provide priority for the land usage of standard workshops of innovation and entrepreneurship park and encouraged to apply the land supply model of “lease first, assignment later, combination of lease and assignment”for the construction land of standard workshops.

Project construction and settlement of enterprises are the key priorities among the priorities of “135” working plan. In order to promote the investment attraction and upgrade the utilization rate of standard workshops at the maximum, Chenzhou city issued “comments on the further acceleration of development of industrial parks” and figured out the access permission mechanism for projects. As stated on the comments, except high-tech industrial projects, all other enterprises would not be provided with separate land and should be guided to settle down on the standard workshops or incubator of innovation and entrepreneurship park, which was purposely to increase the utilization rate of the standard workshops of innovation and entrepreneurship park.

In order to solve the narrow neck problem for the construction capitals of industrial parks, Chenzhou city carried out the reform of construction mode of industrial parks to activate the positivity of private capitals. Industrial estate of Changchong base of Chenzhou Economic Development Zone, PPP demonstration project of innovation and entrepreneurship base of Zixing Economic Development Zone, Yungu industrial estate and overall development of logistic park of Yongxing Economic Development Zone, agent-construction of standard workshops of Hunan Xintiandi of Suxian industrial concentrated area, self-construction of Yizhang Economic Development Zone and Jiahe Economic Development Zone, and some other characteristic models for the construction of innovation and entrepreneurship park were carried out in Chenzhou city, which greatly helped to solve the narrow neck problem of capitals.
From this January to May, 3.49billion yuan investments have been finished on the construction of innovation and entrepreneurship parks in Chenzhou city. 1.42million square meters new standards workshops were being placed to construction, accounting for 63% of the annual plan. 1.96billion yuan investments on standard workshops have been done and 146 innovation and entrepreneurship enterprises have been introduced into Chenzhou city.
