On June 29, 2015, Yi Pengfei- Secretary of Chenzhou Municipal Party Committee investigated Chenzhou High-tech Industrial Park and Chenzhou Economic Zone. Yi emphasized that the industrial park should keep planning-lead, investment-first, industry-directed, balance development of industry and commerce, misplaced development, and efficiency-driven.

In the morning, Yi investigated the developments of Chenzhou High-tech Industrial Park. The products produced by Chenzhou Liangji were exported to the Southeast Asia, Africa, and etc. Its sales volume was ranked the top three place among the same category products. 30% of its products were exported oversea. Gripe New Energy is the key battery supplier for international famous companies and is one of the top three manufacturers of Ni-MH battery and poly lithium chargeable battery in China. 80% of its products were exported oversea. The second phase of Delta Electronics has been placed to operation. The cooling system for electronics which was produced by Delta Electronic shares 51% of the global market. Its annual sales were estimated to be $1.2billion. Jushen Electronics which set factories in Shenzhen and Chongqing has moved its headquarter and R&D institutes to Chenzhou High-tech Industrial Park. Once high purity bismuth project Jinwang Bismuth which is with annual production capacity of 4000tons placed to operation, the production volume of its bismuth would cover over 30% of the global yield. It is one of the top 100 private enterprises of Hunan province and also a key back-up enterprise to be listed. Yi Pengfei listened carefully to the reports and learned the problems faced by the enterprises on the process. Yi emphasized that all departments should pay more supports to them and take active actions on improving the enterprises to be more powerful; should help them to be listed to the market and expand the financing channels; should pay more attention on the investment attraction to introduce series new projects with great potentiality; should place more power on the technological innovation and encourage the enterprises to be improved with their core technologies and core competitiveness; and should help the enterprises to upgrade the utilization efficiency of energies and promote the coordination development of economy and ecology.

In the afternoon, Yi investigated some key industrial projects when he visited Chenzhou Economic Development Zone. Yuteng Non-ferrous which is one of the leading enterprises of Chenzhou city’s non-ferrous metal industry is with the annual production capacity of 200,000tons of electric lead. It was enrolled into the first Hunan provincial top 100 private enterprises list in 2014 and it is one of the national demonstration enterprises of clean production. Yuxiang Noodles is a national leading enterprise of agriculture industrialization. It established the production bases in Chenzhou city and Henan province with the annual production capacity of 120,000tons. 1.5square meters big area has been developed by Changchong Innovation and Entrepreneurship park where have undertaken some enterprises. China Resources Sanjiu Pharmacy which is mainly on producing Sanjiu Weitai Granules and Sanjiu Compound Ganmaoling Granules was with 240million-yuan output value in 2014, including 26.79million yuan tax payment. Yi encouraged all the principals of the enterprises to well seize the chances and keep the concept of market-oriented to explore new market and new type of business. Yi also asked them to pay more attention on expanding the industrial chain to upgrade the added value of their products and accelerate the transformation and upgrading of enterprises.

Yi highly affirmed the achievements reached by the industrial parks and presented some requirement for their further development on his investigation. Yi emphasized that they should keep the concept of planning-lead to further optimize the layout of the industries and reach reasonable allocation and high efficient utilization of resources; should follow investment attraction first to encourage the cadres to go outside and attract more investments to be placed in the parks; should keep industry-directed to upgrade the management and service level of the parks by highlighting the industrial development and separating the social administration function; should pay balance attention on industry and commerce that more supports should be placed new industries, logistics, modern service industry, and etc. to ensure the healthy development of the parks; should follow displaced development to reach harmonious development by enhancing the overall coordination, highlighting features, positioning exactly and complementing advantages; and should be driven by efficiency to introduce and cultivate more good enterprises and upgrade the development efficiency.
