It was learned from the debriefing for the operation of Chenzhou city’s innovation entrepreneurship“1555”working plan in the first half year of 2015 ( short for “the debriefing”) released by Chenzhou People’s Government Office that the working plan was being operated well -11 innovation entrepreneurship parks were launched, which introduced 141 enterprises to settle down there successfully and helped to solve 9465 people’s employment.

The targets for “1555” working plan are as follow: from 2015-2016, every Hunan provincial and above level industrial park should be facilitated with one innovation entrepreneurship park; no less than 5million square meters standard workshops should be finished and no less than 500 innovation entrepreneurship enterprises (including no less than 150 above scale industrial enterprises) should be introduced into the city; and no less than 500million yuan special capitals for “135”project of Hunan provincial development of innovation entrepreneurship park should be obtained (“135”project refers to establishing 100 industrial parks, building 30million square meters standard workshops, and introducing 5000 innovation entrepreneurship enterprises).

Currently, concerned for the preliminary work, 11 innovation entrepreneurship parks covered with 16.4 square kilometers have been placed to operation. The planning, site selection and layout, three supplies and one leveling, land demolition, and some other preliminary work have almost been completed. The approval of land, collection of capitals, investment attraction and some other work were being promoted fluently. Zixing Economic Development Zone and Yongxing Economic Development Zone were honored as Hunan provincial innovation entrepreneurship park by Hunan Provincial Government.

Concerned for the projects construction, the construction work for 1.28million square meters standard workshops were started in Chenzhou city, 0.66million square meters of which have been finished. At the meantime, the utilization rate for the standard workshops in the innovation entrepreneurship parks are high as 94.4%, accounting for 0.6267million square meters workshops. 0.108million square meters of those were sold, 0.3505million were rented and 0.1682million were for the self-building and self-using workshops of some enterprises. 

Concerned for the investment attraction, 1.846billion yuan fixed asset investments have been finished in the innovation entrepreneurship parks of Chenzhou city. 141 enterprises have been introduced into the parks. 104 enterprises were intended to settle down there. 9465 people’s employment issues have been solved as well.

Though the “1555” working plan for innovation entrepreneurship parks were operated well in Chenzhou city in the first half year of 2015, there are still some problems on the introduction of new innovation entrepreneurship enterprises, settlement of projects, and etc. hindered on the way. As required by “the debriefing”, the promotion of “1555” working plan for innovation entrepreneurship parks should be covered into important agenda; more efforts should be tried on the upgrading of effects of investment attraction, upgrading the performance rate of signed projects, introducing some more innovation entrepreneurship projects and enterprises with high potentiality and sound benefit; and specified responsibility system should be figured out to provide better services for the promotion of “1555” working plan for innovation entrepreneurship parks.
