In early September, Yi Pengfei- Secretary of Chenzhou Municipal Party Committee investigated Shanghai, Zhejiang and some other places, and reached the cooperation proposals with them. It was introduced that over 1000 enterprises have been settled down in Chenzhou city since 2012 for it keep optimizing the investment condition and extending the industrial chain.

Chenzhou city is near Guangdong province, Hong Kong and Macau. It is the head bridge of costal undertaking industrial transfer of Hunan province. In recent years, in order to provide sound development condition to the enterprises, Chenzhou city tried great efforts on improving the construction of demonstration area of Xiangnan undertaking transfer and finished the construction of one national high-tech industrial park, one national export processing zone, and 12 Hunan provincial development parks. It also perfected some opening platforms as customs, checkpoints, inspection and quarantine, and etc., and also opened the rail-sea joint transportation and international express, which enabled it to be the city with best opening platforms and best functions among cities of Hunan province and even central China area.

At the meantime, Chenzhou city took active actions on integrating with "one road, one belt" and "one belt, one part". It obtained some more favorable policies from Hunan province to promote the construction of demonstration area of Xiangnan undertaking transfer on the basis of well utilizing "34 rules" which was granted to it by Hunan Provincial Party Committee and Hunan Province. It also improved the construction of transportation infrastructures and ecological environment, and promoted the reform of administrative approval and commercial mechanism. It fully carried out the free agent mechanism of key projects' approval, improved the trade investment, deducted the comprehensive operation cost and optimized the investment condition.

In order to improve the undertaking industrial transfer, Chenzhou city carried out different activities to provide the best service. At the meantime, it also built over 12million square meters standard workshops to attract some emerging industrial projects, central state-owned enterprises and strategic investors.

Last year, Chenzhou city kept the 2nd place on actual use of foreign capitals for 13 consecutive years in Hunan province, and the 3rd place on total amount of domestic investment for 11 consecutive years in Hunan province. The total amount of foreign trade and processing trade were kept 2nd place and 1st place for 3rd place for 3 consecutive years. In the first 8 months of this year, the economic indexes are with high level increase compared with last year.
