It was learned from Guiyang Human Resources and Social Administration Bureau that according to the “notice for releasing the list of 2015 first batch of Hunan provincial demonstration base of pioneering incubator”, Guiyang county was passed the assessment and became one of the 2015 first batch of Hunan provincial demonstration bases of pioneering incubator.

In order to promote the construction of pioneering base and reach the target of “active pioneering and innovation”, Guiyang county focused on the key point of the construction of national demonstration base of pioneering incubator to grant more policy supports for the entrepreneurs. 100,000yuan- 300,000yuan small-sum guaranteed loans and 2-year full amount financial interest subsidies were issued to the individually owned enterprises and partnership enterprises which settled down in the incubator base and well met the loans conditions. At the meantime, 3-year free offices and some other infrastructures as water, electricity, broadband, cable TV, firefighting, and etc. were provided to the enterprises settled down in the base, which is the same as the policies issued to investment attraction and opening economy projects.

Concerned for the social insurance, 3-year subsidies would be granted to the employees faced with difficult employment condition in urban area and college graduates; 800yuan/person and 1000yuan/person post subsidies would be granted to the employees faced with difficult employment condition in urban area and college graduates enrolled by labor-intensive enterprise and small and medium-sized enterprises. “Thanks to the favorable polices, the employees of our factory was up to 600 and annual output value was amounted to 200million yuan”gladly said by Hu Zhiyong- Director of Huayu Electronics Plant of the incubator base.
Furthermore, in order to promote the transformation from “maker” to “entrepreneur”, Guiyang county opened an incubator base office and hired some experts to give lectures to the entrepreneurs, which greatly helped to upgrade their skills. Currently, the incubator base was expanded to be 3.48 square kilometers big and over 28 enterprises on light industry electronics, machinery manufacturing, energy & chemical industry, and etc. were introduced there, providing 4000 job vacancies to local people.
