It was reported that on April 12, 2016, Wang Li- Member of Financial and Economic Affairs Committee of the National People’s Congress and Lu Jianping- Member of Foreign Affairs Committee of the National People’s Congress led an investigation team to handle the survey on “Hunan province’s implementation of ‘go out’ policy” in Chenzhou city.

In the morning of that day, the team visited Gospel Digital Technology Co., Ltd., Xiangneng Hualei Photoelectricity Co., Ltd., Hunan Jinwang Bismuth Co., Ltd. and some other enterprises. On the trip, they investigated the achievements gained by the enterprises on the process of implementing “go out” policy, as well as the problems hindered on the way. They also listened carefully to some comments and suggestions proposed by the principals of enterprises.

A symposium was held in the afternoon. The investigation team learned more details about Chenzhou city’s implementation of “go out” strategy. It was learned that during “12th five-year plan”, USD103million yuan foreign direct investment was finished in Chenzhou city, while contracted engineering projects and labor service cooperation were amounted to USD214million, up 57.93% and 15.47% respectively which was 215.7% and 298.25% higher than “11th five-year plan”. During that period, 18 oversea investment class enterprises and one contracted engineering project class enterprise were enrolled into “go out” list. Till the end of last December, total number of “go out” enterprise of Chenzhou city was up to 21, covering USD130million investment. 

The investigation team highly affirmed Chenzhou city’s “go out” work. As considered by the team, the scale of “go out” for the enterprises of Chenzhou was being on the rise and local government’s capacity for serving the enterprises with favorable policies was being upgraded as well. The experiences and measures of Chenzhou were worth of promotion. In the meantime, the team hoped that the enterprises especially private enterprises can get better understanding of “go out” strategy and relative policies issued for the “go out”. Furthermore, relative departments should facilitate smoother information channel to the enterprises and help them to solve the problems.

Wang Gang- Member of Hunan Provincial People’s Congress Standing Committee and Director of Liaison Committee and Fang Jijie- Chief Accountant of Hunan Provincial National Tax Bureau accompanied the team with the investigation.
