It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated South Graphite Company in the afternoon of April 14, 2016. As required by Qu, it should be improved to be demonstration and leading project for Chenzhou city’s industrial transformation and upgrading, as well innovation development of traditional advantageous industry.

Qu Hai and his team investigated the construction site of the project which is located in Lutang town, Beihu district on that day and held a symposium afterward. The official of Chenzhou Land and Resources Bureau and leaders of Beihu district and Guiyang county proposed their ideas and measures on promoting the project construction and delivered declaration speech there.

Qu Hai stated that non-ferrous metal and graphite industry are the mainstay industries of Chenzhou city with best foundation, advantages, and potentiality. South Graphite Company, particularly the technology research and development center was won hardly with the great efforts of Chenzhou and China Construction Material Group. In recent years, the preliminary work as resource integration of the mine, reorganization of order, retreatment of environment, and etc. were improved stably, and fruitful results were gained on business, technological research and development, management reform. Currently, the project has been improved to the key stage which obtains substantial achievements, so more attention should be placed on it to seize the chance and national favorable policies, and then promote project construction, product innovation, technological research and development, expansion of industrial chain, and upgrading of industrial level. All of those were purposely to transfer the resource advantages to industrial advantages.

Qu Hai emphasized that the targets should be specified and promoted with joint efforts. South Graphite Company should be improved to be demonstration and leading project for Chenzhou city’s industrial transformation and upgrading, as well innovation development of traditional advantageous industry, and international top level leading company of whole industrial chain high-tech graphite new material. It should be upgraded to be 10-billion-yuan enterprise based on capital operation in “13th five-year plan” period. At present, all preparation work should be handled out well by focusing on the target of launching the project in middle or late June of 2016. Innovation-driven and green development should be kept to accelerate the improvement of research and development center, enhance the R&D of product and technology, and promote the development of green, safe, and environment friendly company and green mine, especially on holding the ecology and safe bottom-line to establish it to be national green mine demonstration. The support work should be enhanced to improve the transformation and upgrading of enterprises. Elements supports on water, electricity, road, land, and etc. should be well handled to accelerate the settlement of projects. More attention should be placed on the study and implementation of policies and capitals to cover more projects into Hunan provincial level list. The scheduling work should be strengthened to solve the problems hindered on the construction process. Service and development environment should be optimized. Green channel should be opened to facilitate the projects with more efficient service. The requirement of “reducing cost” should be well implemented to alleviate burdens on enterprises. Illegal behaviors should be fought against forcefully. Sound ecological environment should be well reserved. All work should be combined together with poverty alleviation to lift local people out of poverty.
