Recently, first batch of candidates for the 121 Innovative Talents Training Project of Hunan Province (short for "121 Project" below) was released by Human Resources Department and Social Security Department. Four people from Chenzhou were successfully selected, including Luo Dixian - a researcher at the Chenzhou First People’s Hospital, and Lei Ling - the first-class actor of Hunan Kunqu Opera Troupe, as the second-level candidate; and Jiang Xiaowen - Deputy Director of Chenzhou First People's Hospital and Qu Xiaowang -Associate Researcher of Chenzhou First People's Hospital , as the third-level candidates. 

According to the "121 Project", Hunan Province will train about 100 first-level young chief scientists, about 200 second-level young leaders and about 1000 three-level young academic and technical leaders from 2018 to 2022. The implementation method has developed a detailed training plan for the high-level innovative professional and technical personnel selected for the project. The training period for the selected candidates is 5 years.
