Anren county attracts and retains talents for industrial development

Since 2024, the local government of Anren county in Chenzhou city has focused on building a Shennong medicinal city, a strong agricultural county, a manufacturing new area and a benevolent Anren county. It has also further developed a talent mechanism to attract and retain talents for whole industrial chains. 

 

Efforts have been made by the county government to create a “strong magnetic field” that attracts talents. Focusing on leading industries like traditional Chinese medicine, modern agriculture and intelligent manufacturing, the “Catalogue of High-level and Urgently-Needed Talents Introduction Demand” has been formulated. 
 
And a talent mechanism that introduces 100 high-skilled industrial talents and 100 high-level and urgently-needed professional and technical talents and cultivates 100 rural practical skilled talents has been launched. 
 
417 highly-educated and skilled talents have been introduced, an increase of 20.9% compared to the same period last year. 
 
129 skilled talents in the Chinese herbal medicine industry have been introduced to help build a “Shennong Medicinal City”. 
 
It has attracted 186 practical talents from rural areas, and identified over 6,300 agricultural experts, contributing to building a strong agricultural county.
 
It has reserved 285 candidates for village Party organization secretaries and planned to cultivate 71 rural college students. A youth talent volunteer service team consisting of 184 returning college students has been set up, injecting new vitality into rural development and promoting rural revitalization through volunteer activities such as youth night school and livestreaming recruitment. 
 
The county has established the national Hunan (Anren) Traditional Chinese Medicine Sci-tech Institute, recognized 3 provincial specialized and innovative enterprises, cultivated 35 food and drug production enterprises and deep processing enterprises for traditional Chinese medicinal herbs, and added 8 high-tech enterprises, driving a year-on-year increase of 19.3% in the added value of high-tech industries. 
 
It has jointly built the Anren Citrus Aurantium Research Institute with Hunan University of Traditional Chinese Medicine and other universities to promote the deep integration of industry, college and institute.  
 
Relying on the “famous doctor studio”, it has introduced experts from Xiangya Hospital and cultivated six city-level renowned traditional Chinese medicine practitioners and other talents. 
 
64 sci-tech experts were organized to the fields to provide on-site training for over 1,500 high-quality farmers. The ecological cultivation technology of traditional Chinese medicinal materials developed by the sci-tech expert Yan Zhicheng has increased the yield of Bai Zhi (radix angelicae) by 30% per mu (0.067 hectares).
 
The local government has made efforts to create a talent “habitat” to retain talents. It has renovated over 180 talent apartments, and invested about 5 million yuan to improve the accommodation. 
 
It has visited 132 talents of various types, and distributed 4.68 million yuan in scientific research awards and allowances. 
 
136 outstanding talents were rated as advanced workers, 2 were selected into the “Top Ten Returning Innovative and Entrepreneurial Talents” in Chenzhou City, 1 was included among the “Top Ten Rural Masters” in Chenzhou City, 2 were selected into the Furong Plan Hunan Youth Talent Project, and 1 was rated as “Hunan Craftsman”. 
 
Cao Zhendong, who graduated from Donghua University of Technology, led a research team from new energy research institutes to continuously overcome key core technologies in the lithium battery industry. 
 
He said: “Anren County not only provides R&D funding support, but also fully assists us in creating provincial-level expert workstations, provincial-level new research and development institutions, and provincial-level enterprise technology centers.”
 
With the continuous efforts of talents, various industries in Anren county are flourishing. Since 2024, the county has added 61,000 mu (4,066.67 hectares) of traditional Chinese medicine planting area and cultivated 159 scale planting bases. 
 
The output value of 35 TCM deep processing enterprises exceeded 3 billion yuan. Anren Fructus Aurantii has been selected as a national geographical indication product. The comprehensive mechanization rates of rice and rapeseed cultivation and harvesting reached 89.91% and 80.21% respectively.
 
There are 217 cooperatives led by rural talents, and the 1,000-mu (66.67 hectares) planting projects in 100 villages have been further consolidated. The collective economic income of villages in the county has reached 289,000 yuan per village. The number of industrial enterprises above designed size in the county has grown to 65. And 12 provincial-level specialized and innovative enterprises have been cultivated. 37 smart manufacturing enterprises have settled in Anren county, with an annual output value increasing by 18% year on year. The industrial development zone has gathered 201 enterprises, with an average tax revenue of 100,000 yuan per mu (0.067 hectares), providing stable job opportunities for over 10,000 people.
