In order to accelerate the receiving of coastal industrial transfer, based on Opinions from Hunan Provincial People's Government on Positively Receiving Coastal Industrial Transfer and Promoting the Development of Processing Trade (document No. 16 issued by Hunan Provincial People's Government in 2008) and Opinions on Accelerating to Receive Coastal Industrial Transfer of Processing Trade from the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government (document No. 2 issued by Chenzhou Municipal People's Government in 2008), measures for  the implementation of "One Project One Discussion" policy for key investment projects in Chenzhou are formulated.

1. The principles of "One Project One Discussion" policy

 the principle of taking national industrial policies as the guideline;

 the principle of dealing with special issues in special ways; 

 the principle of collective decision making;

the principle of administration abiding by the law.

2. The requirements for "One Project One Discussion" policy

"One Project One Discussion" policy is applicable when key investment projects can satisfy one of the following requirements.

Investment projects focusing on production and management with no less than $20,000,000 foreign capital or CNY 200,000,000 domestic capital (foreign capital invested in Chenzhou, similarly hereinafter) ;

Investment projects focusing on production and management which are among Fortune 500 enterprises in the world with registered foreign capital no less than $10,000,000 or among top 500 enterprises in China with registered domestic capital no less than CNY 100,000,000;

High-tech enterprises or production-and-management-based enterprises with registered foreign capital no less than $6,000,000 or registered domestic capital no less than CNY 60,000,000 which own independent intellectual property rights and independent branches;

Production-and-management-based projects with high technology content which can fill the vacuum in this field, or in the leading position among the domestic enterprises in the same industry, or more than 60% of their products are high-tech products;

Other enterprises focusing on production and management with great leading capacity and great contributions to tax revenue which pay no less than CNY 10,000,000 taxes annually;

Local enterprises can also enjoy "One Project One Discussion" policy if they meet any one of the above mentioned criterion.

3. The contents involved in "One Project One Discussion" policy

It involves the supporting policies in land, tax, finance, water and electricity, logistics, labor, infrastructure, and other supports the enterprises put forward abiding to the laws, regulations, rules and other national policies.

4. The procedures of "One Project One Discussion" policy

The enterprise or the project puts forward a written application to Investment Promotion and Cooperation Bureau in its own district, with a brief introduction to the project involved, reasons for the need of "special discussion", difficulties faced in the negotiation, problems needed to be addressed and any relevant suggestions. Then the bureau submits the application to Chenzhou Investment Promotion and Cooperation Bureau;

After receiving the application, Chenzhou Investment Promotion and Cooperation Bureau checks its validity, primarily based on the requirements of "One Project One Discussion" policy. After seeking for the opinions or suggestions from the discussion members, the application is submitted to relevant leaders of Chenzhou Municipal People's Government for preliminary review. Finally it is submitted to major leaders of Chenzhou Municipal People's Government for approval;

With the approval to take it as a project for special discussion from the major leaders of Chenzhou Government, Chenzhou Investment Promotion and Cooperation Bureau holds the special meeting to discuss the preferential policies.

5. The implementation of "One Project One Discussion" policy

Chenzhou leading group of key investment projects for "One Project One Discussion" is formed with secretary of CPC Chenzhou Municipal Committee as consultant, and major of Chenzhou (or executive deputy major of Chenzhou entrusted by the major) as group director. In addition, executive deputy major, and relevant leaders who are in charge of development and reform, economy, finance, labor, land and resources, construction, planning, environmental protection, agriculture, and investment promotion are appointed as vice directors of the leading group. The leading group also consists of the following members, such as the head of Chenzhou Municipal People's Government Office, Chenzhou Development and Reform Committee, Chenzhou Economic Committee, Chenzhou Agriculture Office, Chenzhou Finance Bureau, Chenzhou Labour and Social Security Bureau, Chenzhou Land and Resources Bureau, Chenzhou Construction Bureau, Chenzhou Commercial Bureau, Chenzhou Science and Technology Bureau, Chenzhou Environmental Protection Bureau, Chenzhou Planning Bureau, Chenzhou Supervisory Bureau, Chenzhou Investment Promotion and Cooperation Bureau, Chenzhou Optimization Office, Chenzhou Key Office, Chenzhou National Taxation Bureau, and Chenzhou Local Taxation Bureau. The office under the leading group is set up, with the head of Chenzhou Investment Promotion and Cooperation Bureau as the office director concurrently, taking charge of the daily work of the office.

According to the size and leading capacity of the key project qualified the requirements of "One Project One Discussion" policy as well as other factors involved in the policy, the meetings for discussion are held by relevant leaders of Chenzhou government, executive deputy major and major of Chenzhou respectively. The office, based on the content of the discussion, studies out the list of meeting participants and submits it to the leader who holds the meeting for approval.

Municipal leader association system is carried out in the implementation of "One Project One Discussion" policy. Make sure that one project is in the charge of one municipal leader, with one organization and one person for contact.

The office of the leading group takes charge of comprehensively scheduling the implementation and follow-up of key investment projects discussed. It also monitors and supervises the projects together with Chenzhou Optimization Office and Chenzhou Government Inspection Office.

The office of the leading group makes a written report regularly to director and vice-director of the leading group on the implementation of the project discussed and its problems. It also gives reports to the members of the leading group on how to solve these problems.

6. Other articles

Such provision is also applicable in Beihu District, Suxian District and Chenzhou Guanyuan District;

Chenzhou Investment Promotion and Cooperation Bureau has the power to interpret such provision. If it is otherwise proscribed by the laws and administrative regulations, such provision shall apply;

Such provision shall go into effect on the day of its promulgation.
