Supporting Policy
 
1. Preferential policies of Chenzhou
 
Basis: Regulations on the Implementation of Accelerating Undertaking the Industrial Transfer & Boosting Processing Trade in Chenzhou (No. 9 [2008] of the General Office of Chenzhou Municipal People’s Government), Regulations on the Implementation of Loan Discounts & Rewards of Standard Factory Construction in Chenzhou(No. 9 [2009] of Chenzhou Municipal Industry Office)
 
1.1 Preferential policies on land
 
1.1.1 A flexible land usage policy is implemented in industrial parks to guarantee land for undertaking industrial parks above the municipal level. The method of “separating land acquisition from land transfer” is employed to allow parks to report for approval in batches and create land banks for projects. The land reserved for industrial parks at city level and at county level reaches 500 mu (33.33 hectares) and 300 mu (20 hectares) respectively. The municipal and county governments as well as industrial parks should establish land reserving funds.
 
1.1.2 Industrial land and project land for production and service shall go through bidding, auction, listing and sale in accordance with the existing land-use laws and policies, and be granted the land use certificate in line with Land Registration Measures. Their land-transferring fees shall not be lower than the floor price of industrial land. For those industries and productive service projects whose turned-over local taxes in 3 years reach or exceed the land price actually paid, 60 percent of the actually paid land price is allocated from the land revenue by the benefited finance department to the enterprises for future development.
 
1.1.3 Establish a mechanism to subsidize the cost of land development for industries and productive service enterprises. As for major undertaking parks above provincial level, productive projects, production-and-service-based projects, and industrial transfer projects invested in the city-level industrial districts, after obtaining land use right with the approval by Chenzhou Municipal People’s Government and paying land transferring fees in the full amount, Chenzhou Municipal Finance Bureau shall take off taxes which should be paid in land use and earmark the rest money to industrial parks for infrastructure construction and enterprise development.
 
1.1.4 Carry out trial work of linking the increase in land used for urban construction with the decrease in land used for rural construction. Rearrange the irrationally used, under-used and disused land for rural construction, and land discarded by factories and mines outside the town planning area, and ratify the rearranged agricultural land and arable land of equal acreage as indicators of the land occupation, which can be directly used as land-using indicators of new-type industrialization and industrial transfer projects after approval.
 
1.1.5 Vigorously promote legal circulation of land constructed collectively in rural areas. The collective construction land is permitted to establish enterprises with other units or individuals as a shareholder or joint operator. In the case of constructing standard factory with land use right, according to the mutual agreement, the standard factories constructed within the prescribed scope in line with procedures will be used to undertake the industrial transfer.
 
1.1.6 Improve idle land disposal policy, activate land reserves and prevent land hoarding. Encourage exploiting and making use of land discarded by factories and mines, unused land and underground space, and encourage increase of plot ratio of construction land.      
 
1.2 Preferential policies on water and electricity supply
 
Enterprises with the annual power consumption exceeding 200 million kilowatt hours and enjoying preferential policies of the State, can apply for special electricity price after approved by Provincial Price Department. Enterprises undertaking transfer settled in undertaking industrial parks follow the power consumption standards by large-scale industries.
 
1.3 Financial support
 
1.3.1 The Municipal Finance Bureau sets up a special fund of 50 million yuan annually for undertaking the industrial transfer for three consecutive years from the year of 2008.
 
1.3.2 For the transfer-undertaking enterprises which conform to the state's industrial policies and economic growth requirements of the city with more than 3 million yuan of tax (local tax), no less than 50 percent of the enterprise income tax levied as local fiscal revenue will be refunded as a reward during the first three years starting from the year when the enterprise starts to make prime operating revenue (no double counting).
 
1.3.3 Transfer-undertaking projects encouraged by the State can get bank loans with financial discount, and technical transformation projects in processing trade enterprises can get bank loans with financial discount for one or two years.
 
1.4 Remission of regular fees
 
1.4.1 Cut administrative and institutional fees for enterprises in industrial parks. Except the charges collected by the state and province, other fees at or below city level shall be exempted. For service fees, 50% charging standard shall be collected.
 
1.4.2 Industrial parks will bear the costs of environmental impact evaluation and safety evaluation for industrial-transferring projects with the actual investment reaching 100 million yuan.
1.5 Preferential policies on customs clearance
 
1.5.1 (1) The customs fully implements the clearance mode of "Declaring locally, Inspecting and Clearing at Port Customs", pilots “through passing for Hunan and Hong Kong plates”, dredges trans-customs transportation channels, and strives to incorporate regulatory approach of transferring and transporting goods into the fast-track customs clearance system of Guangdong, Hong Kong and Macao.
 
1.5.2 (2) Entry-Exit Inspection and Quarantine Department carries out inspection and quarantine in factories, accelerates port construction and clearance service, promote construction of E-port logistics information platform, and provides one package service.
 
1.5.3 Support enterprises relocated from coastal areas to Chenzhou. Corresponding management categories will be handled according to their management categories in coastal areas. If the transferred non-priced equipments imported in coastal regions are used again in Chenzhou, the regulatory time limit of the transferred equipments shall be counted from the date of approval of original import goods.
 
1.5.4 Under the sound and effective enterprise quality assurance system, after application of enterprises and approval of Entry-Exit Inspection and Quarantine Department, the exported industrial products of processing trade enterprises can be exempted from batch-by-batch sampling test with the regulatory mode of “type test and process control”.
 
1.5.5 For the exported products of processing-trade enterprises, if their raw materials are inspected during import and are not subject to changes when transformed to finished products, they can be exempted from inspection and quarantine of the same item to shorten the clearance time.
 
1.6 Preferential policies on logistics and transportation
 
1.6.1 Encourage enterprises to employ the operating model of railway-ocean combined transport. In 2009, the port competent department of Chenzhou Municipal People’s Government took the lead in starting railway-ocean combined transport from Chenzhou to Shenzhen or Hong Kong, and initiated the construction of international container yards under the supervision of customs house.
 
1.6.2 Introduce large-scale logistics companies and international freight forwarding enterprises and accelerate the construction of logistics parks in Beihu District. For newly established enterprises, 60 percent of the value added tax (VAT) and 60% of enterprise income tax levied as local fiscal revenue in 5 years will be refunded to them as transportation subsidy. As for the logistics enterprises in the city investing in technical transformation programs supported by the State, 40% of their expense in purchasing domestic equipments will be offset by the income tax of the new enterprises.
 
1.6.3 The processing trade enterprises with actual performance in export (excluding intensive processing enterprises) during the year will be granted transportation subsidy. Every 1 USD exported by processing trade will be subsidized 0.05 yuan (subject to the statistics of the customs house). Processing trade enterprises with monitering network of the customs will be granted 50,000 yuan as one-time subsidy for network fees. The industrial parks or enterprises setting up bonded warehouse and export-supervised warehouse will be subsidized 100,000 yuan in one lump sum.
 
1.7 Preferential policies on financing
 
1.7.1 Encourage and support credit guarantee institutions to provide financing guarantee services for transfer-undertaking enterprises, launch several new credit varieties such as taking customers in groups as providers of credit, Suhutong and Jirongtong which can help small-scale enterprises get loans quickly in urgent situations, innovate guarantee types such as individual credit guarantee by corporate representative and credit guarantee by stakeholder, and enrich credit guarantee methods.
 
1.7.2 Actively encourage and support eligible transfer-undertaking enterprises to declare and issue short-time bond.
 
1.7.3 Actively encourage and support eligible transfer-undertaking enterprises to seek financing by listing at home and abroad. The enterprises successfully reorganized into stock companies will comply with related provincial and municipal documents.
 
1.7.4 Encourage financial institutions to improve credit rating system of transfer-undertaking enterprises, open up “green passage” in credit aid, and issue credit loan to qualified enterprises.
 
1.7.5 Establish and improve bank-enterprise consultation mechanism, perfect multi-layer financing structure, cultivate local capital market, and provide prompt and considerate financing services for qualified enterprises relocated from other places. Favorable fees are provided with asset coverage drops from 50% of the bank loan rate at the corresponding time to that of 30%.
 
1.8 Preferential policies on enterprise employment
 
1.8.1 Set up special subsidies for enterprise recruitment in industrial parks, with 10 million yuan from the municipal budget since 2008, including 5 million yuan from transfer-undertaking special funds and 5 million yuan from employment special funds.
 
1.8.2 Attract local workers and migrant workers to Chenzhou. As for organizations providing workers who sign labor contract for at least 1 year with enterprises in industrial parks under the municipal authority, they will get 100 yuan per person on fulfilling the target and 150 yuan per person on over-fulfilling the target as employment introduction subsidy. Organizations facilitating job fairs in Chenzhou City for the industrial parks under the municipal authority will be granted employment subsidy. They will be rewarded 30,000 yuan if less than 500 workers are recruited in a certain job fair, 50,000 yuan if 500 to 1,000 workers are employed and 80,000 yuan if over 1000 persons are hired. Organizations facilitating job fairs outside Chenzhou City will be afforded subsidy according to employment situation.
 
1.8.3 In line with the annual employment demand in transfer-undertaking parks, Chenzhou Municipal Labor and Social Security Bureau will assign tasks to counties and urban districts as well as relevant units by stages and in batches to ensure enterprise employment. Those meet the desired annual target will be rewarded 50,000 yuan.
 
1.8.4 Encourage vocational colleges and vocational training institutions to cultivate and provide talented individuals for industrial parks. The colleges and institutions that train and prepare skilled workers for enterprises according to the requirements of the enterprises in parks will get vocational training subsidy if those workers sign labor contract for at least 1 year with enterprises. The vocational training subsidy for junior technician is 500 yuan per person, mid-level technician 1000 yuan/person, senior technician 1500 yuan/person and skilled technician 3000 yuan/person.
 
1.8.5 Carry out the cooperation between schools and enterprises, guide the local vocational colleges to sign cooperation agreements with enterprises in industrial parks, adopt the forms of combining learning with working, and part work (farm work) and part study, and arrange students to study or have work-study program in enterprises to ensure the stability of workers in enterprises. The student who takes part in productive practice in the enterprise located in industrial parks for more than 3 months will get 100 yuan per month as subsidy.
 
1.8.6 The migrant worker returning to their home who signs labor contract with enterprises for at least 1 year will get 600 yuan each year for three consecutive years since 2008.
 
1.8.7 Cut down labor cost of enterprises. On the condition that the legitimate rights and interests of workers are safeguarded, favorable treatments in terms of payment base, insurance rate and payment method are provided for enterprises above designated size and enterprises operating in the policy of “One Project One Discussion”. Enterprises can pay basic old-age insurance at the base of 60% of the average income of employees of the previous year and pay medical insurance at the base of 60% of the average wages of society of the previous year. Enterprises and employees have the option to have medical insurance for urban workers, hospitalization medical insurance or low-standard hospitalization medical insurance.
 
1.9 Preferential policies on standard factory construction
 
1.9.1 Financial aid is provided for constructing standard factories (starting after Jan. 1, 2009) in counties and urban areas in the following 2 aspects: on the one hand, on the basis of the target for standard factory construction set by the CPC Chenzhou Municipal Committee and Chenzhou Municipal People’s Government, every square meter is rewarded 10 yuan from the municipal special funds for transferring industries; on the other hand, the new standard factories established with financial budget, bank loan or private capital in 2009 are given discount subsidy for 2 consecutive years, with the discount rate of People’s Bank of China equaling to the benchmark interest rate of the corresponding period.
 
1.9.2 The counties and urban areas as well as industrial parks have also unveiled relevant supporting policies. 
 
2. Provincial preferential policies
 
2.1 Overview of 34 pilot policies       
 
This year, the CPC Hunan Provincial Committee and Hunan Provincial People’s Government provide 34 preferential policies for Chenzhou, as a pilot city to undertake the industrial transfer, and give the most open and flexible supports in terms of construction land, environmental protection approval, financial aid, customs clearance and park construction, thus to assume great responsibility for undertaking the industrial transfer of Hunan Province as a pioneer and instructor.
 
2.2 Notice of Pilot Policies and Measures to Support Undertaking the Industrial Transfer of Chenzhou City(No. 24 [2009] of General Office of the CPC Hunan Provincial Committee) promulgated by the CPC Hunan Provincial Committee and Hunan Provincial People’s Government is attached herewith.
 
2.3 Preferential policies on standard factory construction
 
Implementing Rules for Constructing Standard Factory of Undertaking the Industrial Transfer in Hunan (No. 9 [2009] of Department of Commerce of Hunan Province) stipulates that the standard factories (starting construction after Oct. 1, 2008) mainly invested by the government are subsidized at most 10 yuan per square meter according to the building area verified by Department of Commerce of Hunan Province.
