I. Policies on construction land
1. The overall plan of land use supports Chenzhou City in expanding city district in a reasonable manner, and setting up moderate expansion areas.
2. Approve and support Chenzhou City in practicing the land-using mode of“separating land acquisition from land transfer” in provincial-level industrial parks.
3. Guarantee adequate land for
transfer-undertaking enterprises. Give priority to key transfer-undertaking projects with an investment of over 200 million yuan to Chenzhou.
II. Policies on construction planning
4. Support Chenzhou in revising overall urban planning, incorporate land for industrial projects into
construction land in the overall urban planning, and approve the overall planning as soon as possible. If some industrial projects have to be located outside the planned areas, Chenzhou City is supported to adjust the overall planning according to legal procedure, incorporate the land of those projects into construction land in the planning, and issue Opinions on Site-selection of Construction Projects at an earlier date.
III. Policies on environment approval
5. Transfer the powers of environmental protection approval to the lower levels. Designate environment-approval authority of such transfer-undertaking industries in the industrial parks as food industry, processing of agricultural products, textile (excluding printing and dyeing), clothing & shoes making, paper products, printing, leather products (excluding curriery), ceramics, mechanic industry (excluding electroplating), manufacturing of information electronic and communication equipments (excluding circuit board), mixing and preparing of pharmaceuticals to Chenzhou. Other projects ought to be approved at the provincial level are handled on reporting and the handling time is cut by 2 thirds within the statutory time limit. For the projects ought to be approved at the state level Coordinate and report them with great efforts for their approval.
IV. Policies on financial aid
6. The standard factories mainly invested by the government are subsidized at most 10 yuan per square meter according to the actual construction area verified by Department of Commerce of Hunan Province.
7. If enterprises in Chenzhou export processing zone purchase domestic equipments, raw materials, components and packaging materials from the enterprises outside the zone, the latter can apply for tax refund or tax exemption at Tax Department with export tax rebate certificate.Tax Department appoints specialized personnel and organization to handle tax collection and tax rebate of transfer-undertaking course in Chenzhou.
V. Policies on financial services and financing channels
8. Support Chenzhou City in providing various financial services. Firstly, support the city in creating favorable conditions for establishing local commercial banks; secondly, support joint-stock commercial banks in setting up branches in Chenzhou; thirdly, support financial institutions of Chenzhou in innovating credit products and approval mode of loans targeting industrial transfer, and explore diverse mortgage guarantee forms such as accounts that should be paid, property rights, forest ownership, mining rights, loan pledged by warehouse receipts, financing by pledge of share rights and financing of supply chain; and finally, intensify efforts in financing through private equity.
9. Support Chenzhou City in launching pilot projects in small loan companies and banks in villages and towns. In 2009, such pilot work is to be promoted in eligible counties and cities.
10. Give support to Chenzhou in establishing mining investment holding company, purchasing exploration right, mining right and mineral resources in line with laws and regulations, to store sufficient mineral products and make Chenzhou more powerful in mineral resources.
11.Increase credit supply to infrastructure construction and related fields in Chenzhou, so that its growth rate of Chenzhou in 2009 can be higher than the provincial average.
12. Accelerate the construction of local financing platforms in Chenzhou, speed up the listing of excellent enterprises, and support Chenzhou in raising funds for urban infrastructure construction in the form of trust. In the guarantee system, support small and medium-sized enterprises (SMEs) in Chenzhou in increasing guarantee capital and scope and incorporating it into the planning as a provincial key project that enjoys preferential treatment.
VI. Policies on port customs clearance
13. Check and accept Chenzhou border to ensure port clearance and inspection after they have met the construction and acceptance requirements set by the state.
14. Improve index management of Hong Kong through train as soon as possible. Centralize most through trains in Chenzhou, corporate them into Guangdong Fast-track Customs Clearance System, and strive to expand free travel to Hong Kong and Macao to Chenzhou City.
15. Incorporate Chenzhou E-port information platform into the E-port entity platform for unified construction, and exploit application projects of entity platforms including Chenzhou export-processing zone.
16. Do well in the approval of customs management category of Chenzhou-based enterprises to facilitate clearance for import and export enterprises, strive to launch the clearance mode of "Declaring locally, Inspecting and Clearing at Port Customs" with the ports in Shenzhen.
17.Speed up inspection and quarantine clearance, streamline the initial inspection of the export products of transfer-undertaking enterprises; increase the number of export-oriented enterprises with classification management and reduce batch-by-batch sample testing; cut clearance time for qualified enterprises, create release conditions for the desiring enterprises which do not meet the qualifications temporarily with the guidance and support from Inspection and Quarantine Department.
18. Practice direct approval of relevant administrative licensing. As for the enterprises having obtained administrative licensing from custom house
as well as inspection and quarantine department in other places, after moving to Chenzhou, they can be approved if getting direct confirmation,; if not, they can get the priority for administrative licensing with the guidance and help of Chenzhou customs house as well as inspection and quarantine department.
VII. Policies on parks construction and management
19. Approve the establishment of project zones in
provincial-level industrial parks in Chenzhou. The desiring provincial-level industrial parks boasting sound development momentum, strong industrial influence and high land investment rate are entitled to set up project zones in the surrounding districts outside the areas ratified by the state yet consistent with the overall planning for urban and rural construction and land use planning. The zones will be incorporated into the planning of industrial parks and enjoy the same preferential treatment as provincial-level industrial parks.

21. Support construction of
Bailu Electronic Information Industrial Park in Chenzhou Export-processing Zone. Reinforce hardware and software construction, and launch pilot mobile projects of e-commerce. Hunan Provincial Department of Information Industry assists the construction of Bailu Electronic Information Industrial Park.
22. Grant city-level comprehensive economic management authority to Chenzhou Nonferrous Metal Industrial Park (Chenzhou Export-processing Zone) and Chenzhou Economic Development Zone. Authorized or entrusted by relevant department, the administrative committee of industrial park exercises management authority in terms of city-level planning, construction, environmental protection, traffic, project approval, import and export, cadre administration, etc. and resumes relevant responsibilities.
VIII. Policies on logistics platform construction
23. Support
South Hunan International Logistics Park to be classified as a key logistics park of Hunan with moderate financial aid.
24. Approve forging Huaishuxia Station in South Hunan International Logistics Park into a key regional logistics base of Guangzhou Railway Group Corporation in south Hunan. Strive to launch railway-ocean combined transport at an early date.
25. Address the problems left over from the shutdown and reorganization of Chenjia (Chenzhou-Jiahe) Railway Administration Office as soon as possible. Designate use rights of railway sidings, station facilities and land to Chenzhou City with compensation to support logistics platform construction in Chenzhou in due course.
IX. Policies on traffic construction
26. Support Chenzhou in constructing state, provincial arteries and highways. The newly added expressways can be constructed with the investment from Chenzhou government or in the form of BOT (build, operate and transfer).
27. Bring Chenzhou in Airport Construction Planning of Hunan.
X. Policies on industrial layout
28. Facilitate recognition of Chenzhou Yongxing Recycling Industrial Base of Precious Metals by Ministry of Science and Technology. Intensify recognition of Chenzhou-based high-tech enterprises; give preferential policies to high-tech industrial projects in Chenzhou, strive for assistance from national sci-tech funds, and deliver support to human resources and the cooperation of industry, academy and research.
29. Give priority to the “pioneering program” of ten industry revitalization planning in Chenzhou. Give support to Chenzhou for the works in the fields of major special projects, innovation platform, risk investment and international cooperation of the seven new and high-tech industries in Chenzhou to ensure tangible achievements.
XI. Other supporting policies
30. Support Chenzhou in developing and expanding intensive processing industry of nonferrous metals, evade price fluctuation risk of nonferrous metals, help Chenzhou to set up delivery warehouse of nonferrous metal futures, including constructing warehouse of zinc futures for 2 years at the first phase.
31. Support Chenzhou in establishing cost compensation mechanism for the development of industrial land in major investment projects. Earmark a sum of money from initiation funds of industry, land transfer fees of transfer-undertaking parks and enterprise income tax levied as municipal fiscal revenue as land and infrastructure subsidy of transfer-undertaking projects.
32. Approve advanced inspection of transfer or partial transfer of mining rights of state-owned enterprises and institutions as well as state-owned holding companies, and entrust their listing to Chenzhou Municipal Land Management Bureau. After affirming assignees, they go through transfer procedures at relevant department.
33. Power grid enterprises should cooperate with Chenzhou in drawing up grid planning of undertaking the industrial transfer, improve service quality, meet the customers’ longer-term demand for electricity in time, and ensure power supply in Chenzhou.
34. Grant support to Chenzhou in establishing
agricultural products processing parks based on exsiting provincial industrial parks, speed up transfer projects of agricultural products processing, and boost the development of agricultural products processing in Chenzhou. Assist the construction of Chenzhou Qiaokou Agriculture Demonstration Park; the existing
agricultural product processing enterprises in Zixing Luowei Agricultural Product Processing Park and Beihu District Shigaitang Agricultural Products Processing Park enjoy the treatments granted to provincial-level agricultural product processing enterprises. Support start-up of farmers and development of agricultural product processing industry, construct a batch of returned farmers’ business parks and undertaking bases for agricultural product processing enterprises, which enjoy the treatments granted to transfer-undertaking industrial parks.
