In recent years, Chenzhhou government has exerted Chenzhou city’s location advantage as “the south gate of Hunan province” and made itself to be the bridgehead of opening up in Hunan province. Splendid achievements on undertaking industrial transfer and open economy were achieved by seizing the chances of propelling key undertaking places of national processing trade industrial transformation and demonstration area construction of south Hunan undertaking industrial transfer; focusing on establishing “the most opening city of Hunan province, the central city of Hunan-Guangdong-Jiangxi international district”; emancipating mind and accelerating development and opening-up. In the current three years, Chenzhou city hit 1.62 billion dollars paid-in foreign investment, 56.39 billion yuan domestic investment capital, 3.07 billion dollars of international import and export and 780 million dollars of processing trade, with the increase of 1.7, 1.6, 2.3, 5.2 times respectively compared with that of the last three years. Now opening up becomes the most important power to propel Chenzhou city’s healthy and fast development on economy and society. In the following are some measures carried out by Chenzhou government:

1. Standard workshops are forced to be built to propel the transferred enterprises settled down in Chenzhou city quickly.
Standard workshops establishment is kept as the first task on undertaking industrial transfer. There is multi investment mechanism like “propelled by government, operated by market, participated by the society and led by enterprises” available to encourage individuals and corporation to participate in the standard factory construction with different ways such as sole proprietorship, joint capital, consociation, joint stock, etc.. Meanwhile, it was guided by the principal of “investor to be the owner and beneficiary” to sign the contract with the investors with specified regulations of construction behaviors, responsibilities, and rights to guarantee the projects’ quality and the investors’ rights like workshops property right, leasehold and other preferential policies.

2. Attraction of investment is to be intensified to accelerate the improvement of undertaking industrial transfer.
It was kept the way to combine “walking outside and introducing inside” together to carry out the ideas of “keeping attraction of investment in the whole year, by entire city, on full aspects, and with all strength”. It was propelled the relative industries transfer by different ways as attracting investment with some projects, boasting undertaking with industries, highlighting small team, industries chain investment, and intensifying the cooperation with commerce chamber and enterprise headquarters. Batches of big enterprises were settled down in Chenzhou with the government’s efforts.

3. Bottleneck problems were strongly broken to optimize the investment condition of industrial transfer.
Chenzhou government tried to get “34 items”of favorable policies from Hunan provincial party committee and Hunan government on Chenzhou undertaking industrial transfer, which greatly completed the policy supporting system. Meanwhile, Chenzhou government firstly launched “suggestions on accelerating undertaking industrial transfer to improve open economy” among the three cities of Hunan province. 38 measures were listed from four aspects as goals of development, support policies, intensified measures, and joint forces. The only state-level export processing zone in Hunan province was built to further complete the clearance platform and perform the logistic and bonded function, which became the shinning point of Chenzhou’s attraction of investment.
