In the afternoon of November 21, 2014, working conference for promotion of South Hunan Undertaking Industrial Transfer Demonstration Zone &launching ceremony for third batch key projects was held in Chenzhou city. He Baoxiang- Vice-governor of Hunan Province delivered a speech on the conference and announced the third batch key projects to be launched officially.

South Hunan Undertaking Industrial Transfer Demonstration Zone was approved in October, 2011. Along with the efforts of three cities of south Hunan, the stage target of “laying foundation in first 3 years” have been basically achieved that all indexes were over-fulfilled, work force was upgraded gradually, the policy system was preliminarily formed, key projects were well promoted under time schedule, platform support was perfected gradually and leading industry cluster was initially shaped as well.

According to the statistic released by Hunan Provincial Commerce Department that in last three years, the total import & export volume hit by the three cities of south Hunan province covered 26.6% of the total of Hunan province, which was just 15.7% in 2011, while the rate of processing trade and actual use of foreign capitals increased from 30% and 26% to 50% and 28% respectively. 3100 undertaking industrial projects have been completed by the three cities in last 3 years, covering 37%, which contributed 4.87billion yuan tax payment and provided 664,000 job vacancies for local people. All of those achievements well showed the effects of South Hunan Undertaking Industrial Transfer Demonstration Zone which preliminarily became one of the new increasing poles of Hunan provincial economy.

Two batches of key projects were carried out in South Hunan Undertaking Industrial Transfer Demonstration Zone, including 206 projects with 164.18billion yuan. 38 ones have been finished. There were 117 projects covered in the third batch, covering 76.48billion yuan. 45 ones with 36.3billion yuan, 36 ones with 22.46billion yuan and 36 ones with 17.72billion yuan were for Chenzhou city, Hengyang city and Yongzhou city separately.

It was stated on the conference great achievements were reached by South Hunan Undertaking Industrial Transfer Demonstration Zone in last three years. The three cities of Hunan province focused on the construction of the demonstration zone to fully promote open economy. New status, new images and new advantages were indicated on the economic and social development of the three cities, which helped to place them on a new starting point.

As mentioned on the conference, in order to handle the construction of open economy better, following four points should be kept paying closer attention: reform, further simplifying the administrative procedures and enhancing the reform to promote the open economy and development; cooperation, enhancing the interior cooperation in the demonstration zone, promoting the cooperation with Guangdong province, HK, Macau, ASEAN, and etc. and improving the cooperation with sub-ordinate departments of Hunan province to promote the development; project, fully accelerating the key projects construction; and environment, further optimizing the investment environment to fulfill the promise by handling working style rectification.

It required by the conference that the planning for promotion of open economy in next year and “thirteen five-year” period should be carefully figured out. Sound layout should be specified, especially the cultivation in east and west areas and promotion in Wuling mountain area and Luoxiao mountain area. Actions should be taken step by step with confirmed planning on key regions, key industrial parks, key platforms and key enterprises; and increase should be greatly highlighted to ensure all the targets of annual open economy to be fulfilled, and key projects, key investments and investment attraction should be enhanced to achieve concrete effects.

Wang Guangming- Deputy Secretary-general of Hunan Government hosted the conference. Xu Xiangping- Minister of Hunan Provincial Commerce Department introduced the construction condition of South Hunan Undertaking Industrial Transfer Demonstration Zone in last three years. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City, Xiang Shuguang- Deputy Secretary of Yongzhou Municipal Party Committee and Mayor of Yongzhou City, and Zhang Hewen- Mayor of Hengyang City delivered the working report of promotion of construction of South Hunan Undertaking Industrial Transfer Demonstration Zone respectively.
