It was learned from Chenzhou Economy and Information Commission that Chenzhou city would take active actions on cultivating electronic information, biological medicine, energy conservation and environment protection, and some other strategic emerging industries, and would place much more attention on supporting the development of small and medium-sized enterprises, especially the “professional, boutique, special and new” ones. It aimed to meet the target of 12.5% increase for both the added value of small and medium-sized enterprises and non-public economy.

To ensure small and medium-sized enterprises and non-public economy to be improved well and rapidly under the New Normal, Chenzhou city would set a monitoring mechanism for favorable policies issued to enterprises, and carry out the supervision and post-mortem supervision based on the list of favorable policies. It would place more attention on easing the financing problems faced by the small and medium-sized enterprises, and follow more scientific businesses of loans to match the loan period and operating cycle of the enterprises. It would hold 3-4 times of municipal service activities for the small and medium-sized enterprises, and provide better service for the enterprises with different modes. It would implement the project of “entrepreneurship, innovation” and issue more favorable policies to support the small and micro enterprises and entrepreneurs. It would keep improving the service system, especially on the improvement of some platforms, such as propaganda platform of policies, platform of financing assurance, platform of innovative service, platform of public service and platform of production service.

In 2014, the added value of Chenzhou non-public economy covered over 70% of its GDP, and the tax payments submitted by the non-public economy was more than 75% of the total. There are 38,000 small and medium-sized enterprises (excluding self-employed businesses) available in Chenzhou city now, over 1100 of which are above scale enterprises, 700 of which are with over 100million yuan out-put value, and 30 of which are with over one billion yuan out-put value.
