It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee investigated Rucheng county on March 22, 2016 to check the development of its industrial projects. Yi stated that it should be guided by market, cultivate enterprises entity, and promote integration development of the primary, secondary, and tertiary industry by supporting some leading companies on leisure tourism and modern agriculture industry, and then lead local people to get rich.
Jinshan ancient village has seven ancient ancestral halls and architectural clusters. Now followed the model of “guided by government, subjected by local people, developed by company, and operated by market”, they are being under protective development and are planned to be improved as national 4A landscape in 2 years. Yi visited the ancient village and required that the protective repair should be persisted to restore the old as before; the protection of ancient village should be promoted together with the development of rural scenery to grant the village with beautiful and tidy rural images.

Chang’an Ecology City Tourism Cultural Park which is relied on hot spring and followed Neo-Confucianism as principal line is a comprehensive tourism cultural park with the functions of culture, fitness, agriculture, and sports. The first phase of the project was placed with 1.2billion yuan and would be finished in 3 years. Yi said it should be kept the target of establishing a healthy base to improve its reception capacity toward high-end clients and upgrade leisure tourism infrastructure toward ordinary people, so that form series comprehensive tourism and leisure products including sightseeing, leisure, shipping, consumption, and etc.

According to the plan, Agricultural Products Technology Park of Rucheng Economy Development Zone which was launched in June, 2014 would handle the construction of leisure agricultural sightseeing zone, agricultural and forestry products processing zone, and vegetable and fruit processing zone. Currently, the road network which was placed with 30million yuan investment has been finished and 6 companies has settled down there. Yi was with high spirit to taste the new products developed by local agricultural processing companies and presented some suggestions for their further development. He asked the principals of the companies to firmly establish food security consciousness and provide safe foods to customers; upgrade the brand and develop more new products to meet customers’ demands; and pay more attention to long-term plan and submit the application for registration after it obtains some popularity.

Daping vegetable base for HK was invested by Hunan Changqingfa Agriculture Co., Ltd. which signed a long-term agreement with HK Import Vegetable Wholesaler Chamber of Commerce, on which specified the annual export volume of vegetables are 0.12million tons. The total investment for the project was amounted to 300million. Currently, 2000mu lands transfer work in core area have been finished, which are capable to provide 40,000tons annually to HK by guiding local people to handle the standard vegetable plantation. Yi stated that the base should be improved together with sightseeing leisure tourism, more agricultural leading companies should be introduced and cultivated by ready leading companies, and more local people should be attracted to join in the industry.

On the investigation, Yi and his team investigated some more projects as comprehensive development of south area, Sanjiangkou Yao and She Minority Park, Jiulong White Tea Farm, and etc. Yi stated that the principal contradiction of how to sell the agricultural products should be grasped and settled with the guidance of market; support for leading companies should be combined together with accurate poverty alleviation to play the leading role of leading companies on the process; the primary, secondary, and tertiary industry should be integrated to upgrade the comprehensive profits of industrial development and increase farmers’ income.
