It was learned from working conference for the construction of highway held on March 29, 2016 in Chenzhou city that during the “13th five-year plan” period, Chenzhou city planned to place 10billion yuan on the construction of national and Hunan provincial arterial highways and 2billion yuan on the construction of rural roads. It was purposely to reach the frog-leap development from “large highway city” to “strong highway city” and go ahead on the realization of modernization of industry governance and capacity and comprehensive strength of highways among other cities of Hunan province. 

In order to improve the construction of “strong highway city”, the highway departments of Chenzhou city will handle seven projects as optimization of road network, sound road condition, beautiful road areas, and etc., as well as the reconstruction of docking with comprehensive networking, upgrading of national and Hunan provincial arterial highways, and connection of rural roads, which is purposely to forge the highway transportation network with reasonable layout, perfect function, sound network, and smooth condition. In next five years, 2billion yuan was planned to be invested on the maintenance of the highways, which was targeted to keep the good rate of arterial highways over 95%; one billion yuan was planned to be placed on reconstruction of dangerous bridges and some protection engineering of safety, especially for handling the class4 and class 4 dangerous bridges; and 15 maintenance stations were planned to be built there as well. Furthermore, it would try best to finish the construction of 1454kms 2nd grade and above level national and Hunan provincial highways in the end of “13th five-year plan”, accounting for the rate no less than 90% and 55% respectively, while the paving rate of concrete and asphalt up to be 100%.

In 2016, 19 highway projects covered with 307kms work, 12 continuous construction projects covered with 159kms work, 9 new projects covered with 227kms work, and upgrading and reconstruction of rural roads covered with 830kms work were planned to be finished, as well as the reconstruction of 89 dangerous bridges, 646kms security projects, and 679kms greening work of highways.

In last year, the highway work plan figured out for “12th five-year plan” was fulfilled perfectly that 1173kms 2nd grade and above level arterial highways were completed and “five vertical and two horizontal” railways and expressway great network was formulated there, which helped to shape “half-an-hour” and “one-hour” traffic economic circles in Chenzhou urban area and realize the frog-leap development of Chenzhou city from “transportation point” to “transportation hub”.
