As specified on “outline of Hunan ‘13th five-year plan’”, Chenzhou city is one of the new increasing poles of Hunan province’s establishment of new development pattern of “one core, three poles, four belts, and multiple points”, which greatly highlighted Chenzhou city’s characteristic mentioned above.

“郴” (Chen) is a unique character for Chenzhou city, which does not only show its feature of city in the forest, but also show its unique charm. It should explore the unique charms of Chenzhou city to forge it to be new increasing pole of Hunan province and attract the “phoenix” to settle down there. As the “south gate” of Hunan province, Chenzhou city should be upgraded as a new increasing pole for docking with the Pearl River Delta, Guangdong province, HK and Macau and driving the development of south Hunan area. What is the key point for its development of new increasing pole? How to “nidificate for attracting phoenix”?

New mode: transformation and upgrading of non-ferrous metals industry

The 4th CMGS will be opened in Chenzhou city on May 19, 2016, which is the first time after fixing the show there permanently. Why Chenzhou city was favored with this honor? Chenzhou city is “world’s super-accumulation area of metals”, as well as “decoration stone- mineral crystal city of China” and “silver city of China” where is with abundant non-ferrous metals resources, as well as gem and mineral crystal resources.

As stated by Yi Pengfei- Secretary of Chenzhou Municipal Party Committee that Chenzhou would reply on its advantages of resources to promote the transformation and upgrading of non-ferrous industry and improve it to be a national even international exchange center of non-ferrous industry rights and products by attracting strategic investors and upgrading integration. It would also improve the development of modern service industry as cultural tourism, fitness, modern logistics, exhibition economy, and etc., especially the development of “red, green, warm, characteristic” tourism industry, then form new advantages and increasing points accordingly.

In 2015, due to the price of mineral products kept decreasing, the output value of Chenzhou city’s non-ferrous companies tended to be down as well. According to the statistics, the output value of mining & selecting, smelting, and flattering processing were less than last year. The non-ferrous metals industry suffered a tough time and now is facing new round of shuffle.

Li Zhiqiang- Deputy Secretary of Party Group and Deputy Director of Chenzhou Reform & Development Commission said: “the primary task for Chenzhou city’s improvement of new increasing pole is to improve industry and play the best comparable advantages of resources, location, transportation, ecology, and etc., promote transformation and upgrading of non-ferrous metals, improve the development of cultural tourism, cultivate more industries as exhibition, mineral gem, green ecology, graphite and new material, and etc., improve the development of industrial cluster, and then forge substantial new increasing points.”

How can non-ferrous metals industry which is one of the pillar industries of Chenzhou city realize the transformation and upgrading and improve to be new increasing pole of Hunan province? In order to study the stories of Jingui Silver Company, the reporters visited the exclusive listed company of Chenzhou High-tech Zone on May 10, 2016. As the first listed company with the main business of silver, Jingui Silver suffered from the decreasing of price and demands as well. Meng Jianyi who is the Vice General Manger of the company stated that scale merit, technical improvement, and policy support are the three keys for its transformation and upgrading.

In 2015, Jingui Silver yielded 850tons of silver, up 30%. It used coal instead of coke as fuel, which helped to decrease the cost. In the meantime, the waste heat produced in the process of production was used to generate electricity, which helped to decrease the metal contents of residuals. Jingui Silver transferred from smelting and processing to industrial chain + internet development along with the transformation and upgrading handled out in the beginning of 2015. As noted by the reporters on their visit of workshops, silver industry has been improved from single filed of consumer goods to multiple fields as investment, new energy, and photovoltaic. The regulation of markets promoted the improvements on industry. 

As considered by He Yamin- Chief of Operation Department of Chenzhou Economy and Information Commission that Jingui Silver’s transformation development matched the transformation and upgrading of Chenzhou non-ferrous metals industry well: focusing on the principal line of extension of industrial chain, following the axis of technical improvement, raising labor productivity, and deepening processing, and improving non-ferrous industry from “non-ferrous” to be “green”.

New type of business: cultural tourism industry

New features and new ideas should be processed to improve Chenzhou city to be new increasing pole. What does Chenzhou city obtain for development? What is the direction for Chenzhou city’s improvement of new increasing pole? Li Zhiqiang said that the structure of three industries was 9.7:54.7:35.6 in 2015. The ratio of tertiary industry should be in increased in future. The improvement of modern service industry is priory to all points of industrial structure optimization. Cultural tourism, fitness, modern logistics, and exhibition are some key points of it. In the meantime, more attention should be placed on ecommerce, information consumption, modern finance, and real estate.

Jingguang railway, Jingguan high speed train, Jingzhu expressway, Xiarong expressway, and etc. are available in Chenzhou city. If travelled from Chenzhou in the morning, you can arrive at Changsha city and Guangzhou city in the noon. Thanks for the “cross” transportation network, Chenzhou city’s tourism industry was improved rapidly and the mobility of production elements and supporting were upgraded as well.

The regular and single tourism model is not suitable for the consumers anymore, but culture + tourism is more attractive. Chenzhou is famous as “place of nine immortals and two Buddha” from ancient times, which enables it to be a blessing place for carrying forward the culture of Taoism and Buddhism. The fairy tales about Suxian and Wangxian who became immortals are popular in the city. Besides Danxia landform, Chenzhou Feitian Mountain Landscape created “Feitian- Suxian” landscape live-action performance. Furthermore, series outdoor events are handled out by the landscape to explore its rich ecological and cultural resources.

Concerned for the development of cultural tourism, red tourism, mineral gem and mine cultural tourism, south Hunan culture, Shennong culture and other regional cultural tourism were being improved greatly. It tried great efforts to improve to be international exhibition base, and played the best advantages of gems and mineral crystals to extend the gem industrial chain. It was expected to gain over 30billion yuan sales revenue on gem and processing industry till 2020.

It also paid great attention on the improvement of popular tourism- the second 100-billion-yuan industry. Focusing on the leading sceneries of “one lake, one mountain, one hill, one spring, and one city”, it aimed to establish new pattern of popular tourism. It was expected to gain 100billion yuan tourism revenue till 2020, up 20% annually.

New industry: ecological and green industry

The GDP of Chenzhou city hit 201.2 billion yuan in 2015, ranking 6th place of Hunan province, while the fixed assets ranking was on 2nd place, added value of scaled industry was on 3rd place, and actual use of foreign investment and paid-in domestic investment was on 2nd place. Its carrying capacity of infrastructures was being improved continuously, which helped to lay sound foundation for its improvement of new increasing pole of Hunan province. “Nestle” has been built, and now it is waiting for the “phoenix”. Li Zhiqiang considered that the sound advantages on resources, location, ecology, transportation, administration environment, and other aspects would help to attract a large number of enterprises to settle down in Chenzhou city.

Chenzhou city is located in the border of Hunan, Guangdong, and Jiangxi province. It is the “south gate” of Hunan province. It is closest to the Pearl River Delta area compared with other cities of Hunan province, so it is with great advantages on undertaking industrial transfer. How should it to magnify this advantage and integrate into “the Pearl River Delta”? He Bin who is the Deputy Director of Chenzhou Commerce Bureau stated that more efforts should be tried on upgrading and integration of industrial parks; on improving the development of Chenzhou Export Processing Zone to be comprehensive bonded zone; on promoting the construction of port platform, especially rail port; and on enhancing investment attraction, especially some shows and festivals.

Favored with the sound policies, exhibition, mineral and gem industry, ecological agriculture, energy saving and new energy, ecological fitness, commerce and logistics, graphite and new material industry, and some other emerging industries were being improved rapidly in Chenzhou city.

It aimed to gain 42.5 billion yuan added value on logistics. Chenzhou Zixing Dada Agricultural Products Cold-Chain Logistics Company which is being improved well is oriented on the idea of the integration of first, secondary, and tertiary industry. It worked together with some large logistics companies to implement the integration of production, supply, and marketing of agricultural products and promote the third-party logistics, including dangerous products delivery, refrigerated shipment, less-than-truck-load transport, custom clearance, rail-sea joint transport, and other businesses, which greatly improved the sound development of logistics in Zixing city.

Concerned for the development of new material, Chenzhou city is with the largest reserve of amorphous graphite in China. The graphene is still under research and development and has not been placed to production. Chenzhou city is working on the improvement of the 5-billion-yuan project of deep processing of graphite which is invested by South Graphite. It is aimed to improve it to be a 100-billion-yuan graphite industrial park which would focus on the development of graphene, high-performance metals, rare and precious metals, and new chemical materials, and forge the comprehensive industrial chain of graphite new material. The development of new industry would favor Chenzhou city’s improvement of new increasing pole with new element.
