Chenzhou Economic Development Zone, founded in 1988, is one of the earliest provincial development zones in Hunan Province.

1. History
 
In April 1988, the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government decided to establish an economic development zone in the city center. On December 29th 1988, with the approval from Hunan Provincial People's Government, Chenzhou Economic Development Zone was established as an export-oriented development zone giving priorities to the export-oriented high-tech enterprises which process raw materials on clients' demands, assemble parts for the clients and process according to the clients' samples or engage in compensation trade, with the integration of industry and trade. In January 2003, it was approved as a high and new technology industrial development zone by Hunan Provincial People's Government.
 
2. Administration authority and organization structure
 
According to the document No. 24 issued by Chenzhou Municipal Government in 2001, the Management Committee of Chenzhou Economic Development Zone is a minister-level organization which is directly controlled by the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government. As a representative of the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government, it takes charge of Chenzhou Economic Development Zone with the comprehensive economic management authority in the approval and planning of city-level projects, the administration of trade and commerce, the management of land, construction market and real estate.
 
3. Economic Development
 
By far the infrastructure and its ancillary facilities have been furnished in Chenzhou Economic Development Zone, with 6 square kilometers of developed building area and about 80,000 residents in it. With biomedicine, electronic information, new materials and mechanical manufacturing as pillar industries, it has over 600 enterprises in various fields, 82 key industrial enterprises including 26 medium-sized enterprises, 31 high-tech enterprises among which 5 enterprises have been approved by Hunan Provincial Science and Technology Department, and over 3,000 individual businesses.
 
 
In the recent years, under the leadership of the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government, the development strategy with the development of high-tech industries being the center, the development of regional headquarters economy and modern service industry being the two wings, has been greatly promoted with the close attention to attracting investment and constructing projects, so as to accelerate the transformation of economic development pattern.
 
Located in Changchong District within Chenzhou Economic Development Zone, Xiangnan High-tech Industrial Park is at the junction of National Highway 107 and Chenzhou-Zixin-Guiyang high-grade highway, adjacent to Beijing-Zhuzhou Expressway and Wuhan-Guangzhou railway station. It boasts its superior geographic location and convenient transportation.
 
Invested 350,000,000 Yuan by the Management Committee of Chenzhou Economic Development Zone, Xiangnan High-tech Industrial Park is to be set up to speed up receiving the gradient transfer of coastal industries, covering a total area of 17.86 hectares and building area of 310,800 square meters. When completed, Xiangnan High-tech Industrial Park is committed to the development of high-tech industries such as biomedicine, electronic information and nonferrous new materials. Standard workshops in the park are available for purchase or release, and special favorable prices will be provided for those large-sized and pollution-free high-tech enterprises which will make great contributions in tax revenue. In addition, some good enterprises in the park will enjoy "One Project One Discussion" policy that different matters can be solved in different ways through discussion.
 
Xiangnan High-tech Industrial Park under construction also welcomes domestic and foreign enterprises in the fields of electronics, mechanics, biomedicine, food and minerals processing for the gradient transfer.
