1. Superior geographic location and convenient transportation
As the south gate of Hunan Province and the bridgehead to connect Guangdong, Hong Kong and Macao, Chenzhou is located next to Shaoguan of Guangdong Province and within Pearl River Delta and Changsha-Zhuzhou-Xiangtan economic circle. Chenzhou Economic Development Zone is located in the south of Chenzhou downtown, near to the city center. With National Highway 107, Chenzhou-Zixin-Guiyang high-grade highway and Wuhan-Guangzhou railway station, Chenzhou Economic Development Zone boasts its superior geographic location and convenient transportation. It is located only 4 kilometers away from Chenzhou Station of Beijing-Zhuhai Expressway and 5 kilometers from Chenzhou Railway Station.
2. Solid development foundation
After the continuous development of over 20 years, Chenzhou Economic Development Zone has formed a solid development foundation and offers perfect infrastructure facilities. At present it has formed a strong industrial base with over 600 domestic and foreign enterprises including 82 key enterprises. The basic civic facilities such as bank, postal office, super market, labour market, law office and accounting firm are available in the zone. It has completed the construction of infrastructure with roads which can satisfy the requirements of a modern city and its logistics.
3. Promising development future
According to the development plan of the whole Chenzhou Economic Development Zone, the regional development has been scientifically planned as follows.
Wuguang District: Wuguang District, known as Chenzhou Station District in Wuhan-Guangzhou Railway, is a new central business district in Chenzhou with the total planned area of 5.1 square kilometers. It focuses on the development of enterprise headquarters, modern service industry, business logistics, real estate and high-tech industry. After the formulation of controlled and detailed regulations; land acquisition and demolition and infrastructure construction are under way now;
Chuandongzu District: With the total planned area of 2 square kilometers, Chuandongzu District has formed controlled and detailed regulations, focusing on developing commerce and trade as well as building economy;
Chenzhou Technology Industrial Park: With the total area of 1.5 square kilometers in the first stage of its construction, it has finished "seven accesses and one leveling" (the accesses of municipal roads, water supply, electricity, heating, drainage, sewerage and telecommunications, as well as land formation). It focuses on the development of high-tech industries supporting other enterprises in this district;
Xiangnan High-tech Industrial Park: Its total planning area is 2.6 square kilometers. In the first stage of its construction started this month, 340 acres will be developed and 310,000 square meters of standard workshops and facilities will be constructed to develop the high-tech industries and receive the gradient transfer of coastal industries.
4. Preferential policies and favorable costs
The enterprises which make investments to Chenzhou Economic Development Zone enjoy the preferential policies provided by Hunan Provincial People's Government and Chenzhou Municipal People's Government, as well as the following policies provided by the development zone itself.
Land: The enterprises settling in the development zone get their land in the forms of land tender, auction and listing. For those enterprises with great investment strategies, "One Project One Discussion" policy that different matters can be solved in different ways through discussion will be adopted;
Construction fee: The authorized administrative fees for construction of infrastructure, workshop and its facilities such as offices and living has been waived;
Water and electricity supply: Electricity is provided 24 hours a day. 20% discount based on the urban standard is granted for the prices of electricity and water;
Awarding policies: Technology innovation award with 12,000,000 yuan as pilot fund raised by Finance Department of this district is set up for the first time in Chenzhou. Strategic investment projects can enjoy "One Project One Discussion" policy and special financial awarding policy. In order to encourage investments, awarding policy to individuals and organizations that act as a go-between for investors in the development zone has been initiated;
Other policies: A series of financial institutions such as guarantee companies for medium-sized and small enterprises and venture capital firms are introduced into the development zone to facilitate the financing for enterprises.
5. Centralized authority and efficient services with high quality
As the special zone in Chenzhou, Chenzhou Economic Development Zone is entitled to the comprehensive economic management authority at the city level by the CPC Chenzhou Municipal Committee and Chenzhou Municipal People's Government. It follows the pattern of closed-end management and open operation, with the management authority in project approval, planning, land, construction market, real estate, finance, industry and commerce, tax, public security and labours. Aiming at establishing a service-oriented government, according to the requirements of "no distance in the communication, no complaints in services and no barrier during the development", it pays special attention to the improvement of hardware capacities and the construction of soft investment environment so as to build a satisfied development zone which can attract investors and provide benefits for the investors.
